Description
This is published as sole source announcement under the authority of 10 U.S.C 2304(c) (1), permitting Other than Full and Open Competition, as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, APG Tobyhanna Division, Tobyhanna, PA 18466, intends to negotiate and award a contract to Raytheon Company, Missile Systems Division, 1151 E. Hermans Rd, Tucson, AZ 85756, as the sole source for the refurbishment of the Maverick AGM-65 Detector Optics Assemblies, Part number 3829045-1, NSN 6615-01-195-4020, required to support the AGM-65 Maverick Infrared Guidance and Control Section (GCS). The proposed contract is to furnish all facilities, parts, materials, data, equipment and services required to evaluate exactly two hundred and twenty-five (225) each for base year, one-hundred (100) each for subsequent option periods one and two, Government furnished Detector Optics Assemblies (DOAs) Part Number (P/N) 3829045-1) for refurbishment candidate Detectors (P/N 260037-10). Detectors which pass the evaluation will be refurbished and functionally tested by removing the F1/F2 lens (P/N 3805840-2), decontaminating the detector (P/N 260037-10), and then install and re-align the F1/F2 lens at the DOA level and return the items back to Tobyhanna Army Depot in a serviceable condition. Detectors which do not pass the evaluation or fail during the refurbishment process will be returned to Tobyhanna Army Depot. Raytheon Company is the original developer, designer and sole producer of the AGM-65 Maverick GCS and currently holds the only known certification authorization by the Maverick System Program Office (SPO) at Ogden Air Logistics Center, Hill Air Force Base, Ogden, UT, to refurbish these detector optics assemblies. The technical data is proprietary to Raytheon. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based on this notice is solely within the discretion of the Government. If you feel that your firm possesses the ability to provide this service, you must respond within fifteen (15) days of this notice. Solicitation W25G1V-13-R-0003 will be issued on or about January 17, 2013. The NAICS Code is 336414 and the size standard is 1,000. Point of contact is Cheryl A.
