Description
Justification and Approval for Other Than Full and Open Competition The purpose of this Special Notice is to synopsize the Government's intent to award a firm-fixed price bridge contract for the continuation of bus lease with maintenance services on a sole source basis to Mitsubishi Fuso Truck and Bus Corporation. The proposed contract action is for services for which DoDEA Pacific intends to solicit without providing for other than full and open competition under FAR 6.302-2, Unusual and Compelling Urgency. The Government intends to negotiate with only one source as the unusual and compelling urgency of this requirement precludes competition to the maximum extent practical. The incumbent contractor, Mitsubishi Fuso Truck and Bus Corporation is currently providing the lease of buses with maintenance in the types, passenger sizes and quantities required. In consideration of the technical capability and delivery schedule necessary for this requirement, it is highly unlikely that another contractor would be able to prepare a proposal and deliver the necessary buses in the limited amount of time that remains on contract. The current contract expires 31 December 2012. However, the anticipated award date for the new requirement is 1 April 2013, leaving a 3-month break in service. Therefore, a 3-month bridge contract is necessary to provide uninterrupted bus lease services until the follow-on contract can be awarded. The anticipated award date for the bridge contract is on or about 24 Dec 2012 with a period of performance from 1 Jan 2013 -31 Mar 2013. The Government has incorporated three 1-month option periods to allow for potential manufacturing lead-time for buses under the new requirement. The proposed bridge contract action is for the lease of 104-each school buses and 8 each tour buses, a total of 112 buses with full maintenance service. The required bus passenger sizes are as follows: 46-passenger Tour Bus - 8 Each, 53-Passenger School Bus - 61 Each, 44-Passenger School Bus - 11 Each, 18-Passenger School Bus-25 Each, and 14-Passenger School Bus-7 Each (with an internal wheel chair lift and capability to transport 2 wheelchair bound students). The contractor shall provide for emergency towing services in the event of break-downs. The contractor shall ensure that all buses and services provided meet all applicable Government of Japan (GOJ) motor vehicle laws and regulatory guidance. The place of performance is throughout Mainland Japan: Atsugi, Misawa, Sasebo, Yokosuka, and Yokota, and Okinawa, Japan. This notice of intent is NOT a request for competitive proposals, quotations, or information. Interested parties are encouraged to monitor the follow-on solicitation process, currently in progress.
