Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA248-13-R-0432 and is issued as a Request for Proposals (RFP), unless otherwise indicated herein. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business size standard of $7.00M. This requirement is restricted to small business and only qualified offerors may submit proposals. This solicitation starts 12/20/2012 and will end 01/09/2013 at 10:00 am EST. The Department of Veterans Affairs Healthcare System Bay Pines, Bay Pines, Florida anticipates awarding a Firm Fixed Price contract for "Cleaver Brooks Boiler Inspections and Maintenance" as identified in the Statement of Work (SOW). SCOPE OF WORK: Contractor shall furnish all labor and equipment necessary to provide a comprehensive maintenance service and instrument calibration on the controls and systems, indicated in the tables below in accordance with the VA specifications and manufactures recommendations. The five (5) boilers are three (3) CLEAVER-BROOKS Model #CB200X-500 HP, 200# STEAM and two (2) CLEAVER-BROOKS FLEX WATER TUBE 700 BOILER. Upgraded with High Turndown Burner Conversions and all YOKOGAWA Control Systems. Contractor shall examine the watersides and firesides of each boiler. The contractor shall coordinate with VA personnel while testing each item on the VHA Safety Device Testing Datasheet and document operations of each feature as a third party. The contractor shall record field notes during all phases of the inspection and use these notes to prepare a comprehensive report addressing the structural condition of the vessel relative to containing internal pressure, condition of heat transfer surfaces regarding efficient use of fuel, condition of refractories and baffling, and a computer generated VHA Safety Device Testing Datasheet with all items addressed. This solicitation is for a base year and four (4) option years.
