- Description
- The Naval Air Warfare Center Weapons Division, Point Mugu, California, intends to negotiate and award a cost plus fixed fee contract using other than full and open competition procedures. Negotiations will be conducted with Northrop Grumman Corporation (NGC), 600 Grumman Road West Bethpage, NY 11714, in order to procure services including: design, development, integration, test and distribution of Operational Flight Programs to the Fleet; EA-6B and EA-18G upgrade support; flight test and aircraft integration. These requirements will be provided within the Airborne Electronic Attack (AEA) Integrated Product Team (IPT) located at Point Mugu, CA. The period of performance for the proposed acquisition will commence upon award and will continue for a period of five years. In accordance with FAR clause 6.302-1 (b)(1)(i), NGC possesses unique capabilities that are not available from any other source. NGC is the sole designer, developer, and manufacturer of the EA-6B aircraft and the ICAP III on-going software products. No other source has the capability to provide the required systems engineering, software development, integration, and testing efforts as described in the Statement of Work associated with this proposed procurement. The government anticipates an October 2013 award. The request for proposal will be posted at the Federal Business Opportunities Website at http://www.fbo.gov on or before February 2013. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal which shall be considered by the agency no later than 15 days after the date of publication of this notice. The written response shall clearly show the firm's capability, background, experience and assets necessary to perform the required work without compromising the quality, accuracy, reliability, and delivery of the products / services to the warfighter.
