Draft solicitation document with line item schedule, clauses, terms and conditions. Contract Data Requirements List, Exhibit A, Adminstrative reporting requirements - see line item schedule in model contract, not separately priced Description of tasks. new reporting requirement - must acknowledge ability to comply In this pre-solicitation phase, as a part of on-going market research, the Air Force seeks to make a determination whether this requirement should be set-aside for exclusive participation by Small Business firms or expanded for full and open competition by large and small businesses. With this amendment to the notice, please find draft documentation for the eventual solicitation pakage to include model contract with line item schedule and clauses, Performance Work Statement (PWS), statement on the new requirement for services personnel reporting, and applicalbe Contract Data Requirements List (CDRLs), DD forms 1423 for adminstrative data reporting. It is known that the original maker of the database software who is also incumbent for current support services, is obligated under another contract to continue as the program lead, and must also provide familiarization coursework for certification of personnel to be able to perform business analyst functions as described in this requirement. The Government has use rights for this system and this business analyst requirement. With this knowledge, and the requirement as described, the Air Force seeks answers to these basic questions: 1. What CCARS experience, if any, does your firm have? 2. Are any employees currently supporting CCARS in DOD? 3. Do any have a certification from the OEM (IDS) to utilize CCARs tools? 4. How would you meet the requirement for six (6) months experience for individuals working with CCARs? 5. Would your firm try to compete under a non-set aside, full and open competition? 6. Would you try to partner to be able to participate in this requirement, and if you partnered with the OEM, do you foresee any possible organizational conflict of interest issues? Based on these notices and the attached draft documentation, please respond to indicate your level of interest in this requirement. Responses to this follow-on notice are due no later than 15 Jan 2013 to the contracting officer, lance.hardman@hill.af.mil or to: vick.peltier@hill.af.mil
