- The United States Department of Agriculture (USDA), on behalf of in the National Institute of Food and Agriculture (NIFA) intends to award a sole source contract to Data Optimum LLC. Data Optimum LLC, has unique knowledge pertaining to the configuration, interdependencies, and uniqueness of the NIFA technology environment. This contextual understanding of how NIFA has deployed and operates the Adobe ® ColdFusion ® elements of the website, specifically tailored to the needs of the agency, are critical in maintaining the operational performance and success of the NIFA web presence. A high risk period of assimilation would be required because the local configuration of products, project requirements, architecture, technology stack, business practices, and software code are all learned objects with an acquired understanding of the context of how they are employed. The impact of trying to bring on a different vendor at this stage would quite likely result in operational failures and service outages, significant project delays and possibly could result in project failure. This work is a logical follow on task to a previous Data Optimum LLC contract. The work performed under that contract covered the same set of needs and carried a very similar statement of work to that of the proposed contract. Continuing with aggressive development schedules and preserving continuity of work are critical factors essential to operational and project work and to meeting NIFA critical goals. The NAICS Code for this requirement is 541512 Computer Systems Design Services Authority for this sole source procurement is under 10 U.S.C.2403 (c) (1) as implemented in FAR 16.505 Ordering (b)(iii), The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. The Point of Contact for this action is Mr. James Mills and any response must be emailed to James.Mills@ars.usda.gov. Verbal responses are not acceptable and will not be considered. Interested parties may identify their interest and capability to respond to this requirement no later than December 30, 2012.
