- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-13-R-4400 for execution of DDG 78 Extended Dry-Docking Selected Restricted Availability (EDSRA). The availability will include a combination of collision repairs, alterations and Fleet maintenance. The EDSRA shall be competed on a coast-wide basis; however, if two or more responsible offerors submit technically acceptable offers to perform the work in the Norfolk homeport area, the Government reserves the right to restrict competition to only those offers. Based on the complexity, magnitude and duration of the requirement, the Government ™s market research indicates there are not two or more Small Business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2 b). Offerors may request a copy of the draft preliminary specification package by contacting Morgan Reese, Contracting Officer, and Traci Pichler, Contract Specialist, at morgan.reese@navy.mil and traci.pichler@navy.mil. The Government asks that requests for the preliminary specification package be submited via email. Any feedback should be provided to Morgan Reese and Traci Pichler at morgan.reese@navy.mil and traci.pichler@navy.mil. The Government anticipates releasing the Request for Proposal around 15 January 2013. The Government intends to hold an Industry Day on 9 January 2013 in Washington D.C. Details will be provided as available via NECO and FBO.
