- Description
- NASA/GRC has a requirement for additional services to support the Implementation, Maintenance, Operation, and Central Process Systems (IMOC). Due to higher than expected contract activity (i.e. unplanned repairs and failures of aging equipment) NASA/GRC intends to increase the value of Contract NNC09BA23B issued to Mainthia Technologies, Inc. (MTI) in the amount of $8.3M. NASA/GRC intends to purchase the additional services from MTI under the authority of FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. MTI represents the only responsible source because of its unique combination of qualifications and experience, its well versed understanding of GRC's processes, procedures and the highly complex Central Process Systems. An extended phase-in period will likely be an added expense to the Government. This contract currently supports the Central Process Systems Operation and Maintenance and is directly linked to critical research activity at NASA/GRC. ***THIS IS A SOLE SOURCE ANNOUNCEMENT*** Interested organizations may submit their capabilities and qualifications to perform the effort in writing, via mail or e-mail, to the identified point of contact not later than 4:30 PM local time on December 31, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is Kirk D. Seablom (216) 433-5593, Kirk.D.Seablom@nasa.gov. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
