Description
NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to negotiate a Sole Source Firm-Fixed Price contract with Cleveland State University, Cleveland, OH to develop an adequate 3-D grid for the endwall study of the selected geometry to obtain grid independence with realistic boundary conditions for research support services as a joint venture with the United States Naval Academy, Annapolis, MD that is sponsored by the National Aeronautics and Space Administration (NASA). The research support services will be acquired in accordance with Federal Acquisition Regulation (FAR) 6.302-1, Part 12- Acquisition of Commercial Items and FAR Part 13- Simplified Acquisition Procedures. The anticipated period of performance will commence on January 15, 2013 and end on January 14, 2014. The North American Industry Classification System (NAICS) Code for this acquisition is 611710. A request for a complete proposal package will be available for download on or about 20 December 2012 at the following websites: www.neco.navy.mil, or www.fbo.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites. This office will no longer issue hard copy solicitations. By submitting an offer, the vendor will be self-certifying that neither the requestor nor the principle corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submissions of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in System for Award Management (SAM) database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the internet at www.bpn.gov/ The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit your proposal.
