- Description
- The Description is changed to the following: The Naval Air Warfare Center Aircraft Division intends to enter into negotiations with Northrop Grumman Corporation for retrofits to the Electro-Optical Console that entails the upgrade of the current laser configuration within the Integrated Photonics Assembly (IPA P/N: 2055AS487-2001) to improve its reliability. The contractor is to provide upgraded units, associated technical data, as well as technical and logistics support for this upgrade for all EO3 stations that are specifically configured for ATFLIR and SH60 FLIR. The contractor will also incorporate IPA modifications to address Auto-Collimation Failures. These upgrades will be done as an Engineering Change Proposal (ECP) and are intended to be incorporated via attrition through the normal repair/calibration process. This procurement is intended to be a Firm Fixed Priced (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Cost Plus Fixed Fee (CPFF) support CLINs and will include the issuance of multiple delivery orders. The contractor shall design, fabricate, test and deliver two (2) initial Pre-production units along with associated data and the Engineering Change Proposal (ECP). This procurement will also include production CLINs, that can be utilized if and when the ECP is approved, where the contractor will be responsible for incorporation of approved ECP upgrades for approximately up to 105 units. The period of performance will be approximately three years. As the original equipment manufacturer (OEM) of the EO console and specifically the IPA, Northrop Grumman is the only source with the technical data, drawings, software code or other specifications to meet the requirement. The Government intends to procure this requirement under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. This is not a request for a proposal; however, all parties interested in providing a response must do so not later than 15 days after the date of this notice. A determination by the Government not to open this procurement to competition based on the responses to this notice is solely within the discretion of the Government.
