- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, Clinical Center intends to award a single, fixed priced purchase order to a noncompetitive (sole source) base to Philips Medical Systems, 3000 Minuteman Rd., Andover, MA 01810 to provide rapid parts exchange, latest software and technical and clinical support to cover Philips physiological monitoring equipment located on the main campus at NIH Standard Hours of Coverage- 8am to 5pm M-F, Priority Response- <10 minutes Initial Telephone Response from Technician- 2 hours Onsite Second Response- next day Free Parts and delivery- next day Ability to provide Biomedical Engineer (BMET) Training Above coverage applies to: 21 M3046A Compact Monitor Display touch screen with full flex monitoring 14 M1006B Invasive Blood pressure Modules 40 M1116B Thermal Array recorder Module 2-Inch 78 M3001A IntelliVue Multi-Measurement Server 32 M3015A Microstream CO2 Measurement Server 16 M3012A Hemodynamic Measurement Server Extension 24 M8004A IntelliVue MP50 monitors (15 with Anesthesia Software) 21 M8007A IntelliVue MP70 Anesthesia Software 19 M8048A Flexible Module Server 6 IntelliVue MP30 10 Telementry Transmiter - Patient Worn 14 IntelliVue G5 Gas Mod Incl. The total contracted dollar amount, including options will not exceed $5 million. This action is under the authority of 41 U.S.C. 253, as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplier or service will satisfy requirements. The acquisition is being conducted as noncompetitive, with no set aside restrictions. The North American Classification System (NAICS) code applicable to this requirement is 811219 and the associated small business size standard is $19 million dollars. Market research conducted by the Government has determined that Philips Medical Systems is the only source with the capability to perform the required maintenance and repair services on the IntelliVue Physiological monitoring equipment which includes, MP30, MP50, MP70 and MP4. All interested parties shall provide detailed information on the proposed products which clearly meet the requirement stated above. The services to be provided are to include the coverage for each group of equipment as mentioned above. This notice does not constitute a request for proposal (RFP) and submission of any information provided in response to this announcement is purely voluntary, and the Government assumes no financial responsibility for nor costs incurred. This notice of intent is not a request for competitive proposal, however all responses received within (10) days after publication will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
