- Performance Work Statement Technical Evaluation Sample Wage Determination 05-2043 The solicitation number is FA9302-13-R-L005. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-61 and DFARs Change Notice (DCN) DPN 20120906. Federal Supply Class/Service (FSC) code is W015. NAICS is 532411 and the size standard is $7,000,000.00. This acquisition is an open and competitive effort. The Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking to purchase the following service via an Indefinite Delivery / Indefinite Quantity contract: The 418th Flight Test Squadron of Edwards AFB, CA has a requirement to provide a B-25 aircraft or equivalent, that is capable of supporting high altitude (14,000' means sea level) at airspeeds of 150 knots indicated airspeed and static line mannequin dummy drop parachute operations. Read attached Performance Work Statement (PWS) Dated 12/20/2012 for further detailed requirements (Attachment 1). The anticipated contract period of performance is 14 Jan 2013 to 13 January 2014 The initial testing event is anticipated on or around the period of January - February 2013. Testing dates will be further defined in a task order and may change during scheduling coordination. Contractors should make arrangements to ensure this event can be fulfilled. Task Orders will be issued for each individual visit. The minimum is the guaranteed quantity to be ordered, the maximum quantity is the most that could be requested throughout the entire period of performance. If not separately priced, please indicate with "NSP". The proposal shall be submitted following the above CLIN Structure. If it does not follow the above CLIN Structure, it will be deemed as an incomplete proposal. Only the Lowest Priced, Technically Acceptable (LPTA) offeror will be requested to provide the B-25 or equivalent aircraft. Award will be made to the LPTA offer that is most advantageous to the Government. Technical acceptability will be based on the offeror's responsiveness in accordance with Exhibit A (attached) Technical Evaluation Sheet as well as Attachment 1, Performance Work Statement. Technical factors are significantly more important than price.
