- Description
- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a maintenance dredging and rock removal project located in the Portland Harbor, Maine. This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990. The project is planned to be issued on or about April 2013. The construction will occur in the fall-winter of 2013-14 and is expected to take several months. The estimated construction cost is between $10 Million and $12 Million. The work of this project consists of mechanically dredging the 35-foot channel. About 700,000 cubic yards of sediment will be removed. In addition, there are five rock pinnacles protruding above the -35 foot mean lower low water (MLLW) plane. These rock pinnacles, totaling about 1,500 cubic yards, will be removed - presumably by drilling and blasting. Diving support will be required. Submarine utilities are present in the Harbor. Lobster relocation will be conducted by a non-Federal sponsor prior to dredging, requiring close coordination with all parties. Disposal will be in open water at the Portland Disposal Site, approximately 10 miles away. Anticipated work window is around November 1 2013 to March 15 2014. Because of the environmental and fisheries concerns and conditions, dredging and rock removal must be done in a particular, sequential manner, and therefore it is expected that the entire work window will be needed. Work will be allowed 24 hours per day. Portland Harbor is a busy commercial harbor, and dredging must not interfere with ship traffic. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as what type of equipment the firm is proposing to use. Additionally, firms should submit the types of prior experience they have. This experience must have been performed within the last five years. Responses are due by 10 January, 2013. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
