- Estimated solicitation issue date 09 Jan 2013, Estimated Close Date 11 Feb 2013 PR# - FD2030-13-00556 Nomenclature/Noun - Shroud, Inflight Refueling NSN - 1680-01-441-6921, P/N 400671-4 Application (Engine or Aircraft) - KC-135 AMC - 3D, Sole Source to Sargent Fletcher, Cage Code 72429 Description: This item is part of the Multi-Point Refueling System (MPRS). This shroud assembly fits over the reception coupling to streamline the coupling. Requested Delivery: on or before 31 October 2013. Early delivery is acceptable. Qty: The current required quantity is 9 each. However, the required quantity may change; therefore, contractor shall provide proposed prices to the ranges listed on the solicitation. If the quantity ranges provided in this solicitation do not provide the best pricing option then the contractor shall submit quantity ranges that yield the best prices to the Government based on the Min quantity of 2 EA and Max quantity of 14 EA. See clause 52.207-4 in the solicitation. The Final Quantity of this solicitation will be re-evaluated upon receipt of the contractor's proposal and closing of the solicitation. Qualification requirements do not apply. New Manufacture only. Surplus is not acceptable. Mandatory Language: Electronic procedure will be used for this solicitation. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Interested persons/firms may identify their interest by submitting a capability statement, proposal or quotation. This notice is not a request for competitive proposals. However, all interested sources may submit a capability statement, quotation or proposal that will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
