- The Naval Air Warfare Center, Weapons Division, China Lake, CA. intends to procure, on an other than full and open competition basis from The Boeing Company, 6200 JS McDonnell Blvd, Saint Louis, MO., 63134-1939, a contract to procure an Integrated Radar Facility Configuration Top Assembly Radar Bench System in support of the F/A-18 program. The United States Navy (USN) intends to enter into negotiations for an Firm Fixed Price (FFP) contract. The contractor shall design, fabricate, manufacture, and deliver the Radar Bench. Effort includes equipment and engineering support associated with delivery of an APG-79 Radar bench, Target Generator, and associated Special Test Equipment (STE, instrumentation system) to the USN for use at the FA-18 and EA-18G Advanced Weapons Laboratory (AWL), China Lake, CA The anticipated delivery date is 90 days after contract award. The contractor shall provide on-site set-up, installation, and integration at the Government facility located at China Lake, CA. Boeing is the prime F/A-18 and EA-18G aircraft manufacturer, and is the only qualified source to perform this effort to meet fleet needs. Additionally, Boeing is the sole repository of the engineering design and software development expertise for all tactical software and integration of the avionics to the aircraft weapon system. As the sole designer, developer, integrator, manufacturer, and supplier of all variants of F/A-18 and EA-18G aircraft, Boeing is the only source that has the unique combination of airframe and weapons system integration knowledge needed to perform the required mission support. Only Boeing can ensure compatibility between software and aircraft systems due to the ongoing changes, upgrades, and system enhancements that are being made to production aircraft. As such, the APG-79 Radar Bench requires unique software compatibility that only Boeing can provide to ensure integration with F/A-18 and EA-18G aircraft systems. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the Radar Bench mentioned above may submit a written response to be received by the Contracting Officer no later than 15 days after the date of publication of this notice. Requests for the solicitation shall be submitted to the contracting office and reference solicitation number N68936-12-R-0136. All responsible sources may submit a capabilities statement, which shall be considered by the agency.
