- Sole Sourne Notice of Intent This notice is NOT a solicitation. Background: The NIST Information Technology Laboratory (ITL) has a requirement to renew the membership to the International Committee for Information Technology Standards (INCITS) Executive Board for the calendar year 2013, and two additional option years (2014 and 2015). Synopsis: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Information Technology Laboratory (ITL), intends to negotiate with the Information Technology Industry Council (ITI); Washington, DC, on a sole source basis under the authority of FAR 6.302, to provide the purchase/renewal of NIST's Executive Membership to the International Committee for Information Technology Standards (INCITS), including Executive Board Special Assessment for funding the next US hosted JTC 1 Plenary. The period of performance of this planned requirement is expected to be for a base period of one year, followed by two option periods of one year each. The period of performance is expected to begin on January 1, 2013. This requirement is based on the fact that INCITS is the US Technical Advisory Group for ISO/IEC JTC 1 on Information Technology. Membership on JTC 1 is restricted to National Bodies and Liaison organizations. Liaison members are required to be multinational in nature. As a USG agency, the only way that NIST can participate in JTC 1 is through the unique US National Body member, which is the INCITS Executive Board. Participation in the activities of INCITS at its consensus body level, the Executive Board, and access to all of the INCITS level documents requires membership on the INCITS Executive Board. The INCITS Executive Board has sole oversight of its 21 Technical Committees. JTC 1 has sole oversight of its twenty two Subcommittees/Working Groups. That body of work is a significant part of the Information and Communications Technology (ICT) standardization critical to NIST ITL programs. Those facts drive NIST's membership on INCITS, and its predecessor organizations, since 1962. NIST/ITL is a member of other standards development organizations in the ICT space including IEEE, Internet Engineering Task Force, Integrating the Healthcare Enterprise, International Telecommunication Union Telecommunication Standardization Sector, and Organization for the Advancement of Structured Information Systems, among others. Membership on the INCITS Executive Board provides the NIST ITL with an opportunity to identify issues which could impact its program of work in Information Technology (IT) standardization and testing. Without staying informed of current and future issues in this field that are being undertaken by INCITS and JTC 1, the NIST ITL's programs could be hindered, affecting the overall mission of the division. Participation in this activity also enables NIST ITL to enhance its ability to influence the timely development of national and international IT standards, which are consistent with U.S. Government and industry goals. The Information Technology Industry Council (ITI) is the Secretariat for INCITS. ITI is therefore solely and uniquely qualified to collect INCITS Executive Board membership fees. ITI does not have any authorized agents or resellers. The anticipated NAICS Code for this requirement is 813910 with a Size Standard of $7.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Information Technology Industry Council, Inc. for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST and are authorized to provide these services may clearly and unambiguously identify their capability to do so in writing on or before December 27, 2012 at 10:00 AM Eastern Standard Time. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
