- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quotations (RFQ) under RFQ number DOL131RQ21627. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-62. (iv) This solicitation is being issued as a TOTAL SMALL BUSINESS SET-ASIDE in accordance with FAR Part 19, under NAICS 541519 (SBA Size Standard: $25.5M). (v) The following is a list of contract line item numbers (CLINs) which the US Department of Labor (DOL) seeks to procure through this combined synopsis/solicitation: ITEM NO. SCHEDULE OF SUPPLIES/SERVICES QTY UNIT 0001 C&D UPS 12-400 BATTERIES 128 JA 0002 DELIVERY AND INSTALLATION OF 128 NEW BATTERIES 1 JA 0003 REMOVAL OF 128 OLD BATTERIES 1 JA (vi) Description of requirements for the items to be acquired: The DOL, Office of the Chief Information Officer (OCIO) requires the delivery, installation, and removal of 128 C&D UPS 12-400 Batteries connected to an APC Silicon 160KV parallel power backup system. Since this requirement is for work to be performed on an APC System, ONLY APC AUTHORIZED VENDORS/RESELLERS ARE ELIGIBLE FOR AWARD. The above CLINs represent the C&D UPS 12-400 batteries required. This equipment is being procured as a BRAND NAME SOLE-SOURCE as defined in FAR 6.302-1(c). The Justification for Other Than Full and Open Competition is attached to this combined synopsis/solicitation as required by FAR 5.102(a)(6). (vii) Delivery for the items listed in (v) above shall be made NOT LATER THAN (NLT) 01 February 2013. Delivery/performance shall be made FOB: Destination, to the following address: US Department of Labor Office of the Chief Information Officer 200 Constitution Ave, NW Room N-1302 Washington, DC 20210 (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Addendum to 52.212-1(c) - Period for acceptance of offers: The vendor agrees to hold the prices in its quotation firm for 60 calendar days. (ix) Award will be offered on the basis of Lowest Price Technical Acceptable (LPTA). Award will be based on price alone to the vendor who meets the requirements of this solicitation. ***ONLY QUOTATIONS SUBMITTED BY AN APC AUTHORIZED VENDOR/RESELLER SHALL BE CONSIDERED FOR AWARD. VENDORS MUST INCLUDE DOCUMENTATION SHOWING THAT THEY ARE AN APC AUTHORIZED VENDOR/RESLELER IN ORDER TO BE CONSIDERED FOR AWARD*** (x) Vendors are required to include with its quotation, a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items applies to this acquisition. The following FAR clauses cited in the clauses under section (b) of this provision are applicable to this acquisition: (1) with its alternate, (7), (12) with its alternate I, (14), (18), (23), (26), (27), (28). (29), (30), (31), (32), (33), (34), (38), (42), (47) (xiii) Quotations must be submitted via email no later than 1:00pm, EST, 07 January 2013.
