- The U.S. Army Contracting Command - Aberdeen Proving Ground - Natick Contracting Division, on behalf of the U.S. Army Product Manager - Soldier Clothing and Individual Equipment (PM-SCIE) has a requirement for the Army Combat Pant. The Army has a requirement for the production of the ACP to field to Soldiers deployed into rugged terrain combat areas. The Army has been purchasing and fielding the ACP as both a commercial off the shelf (COTS) item and a Federal Procurement List item from multiple contracts, and now intends to compete 50% of the Army's ACP requirement that will meet fielding requirements for the next 5 years. The ACP will not replace the current issue trouser; instead it will be issued with the current Army issued trousers. The goal of this acquisition is to procure the ACP that meets the requirements of the Army developed specification in differing Basis of Issue (BOI) to approximately 75K Soldiers a year for the next five years. This is a pre-solicitation notice and not a request for proposals. The Government anticipates issuing this as a 100% small business set-aside. It is anticipated that a final FedBizOpps announcement and solicitation will be released in mid-January 2013 with proposals due 30 days after release of the solicitation. The Government anticipates awarding three-year Firm Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract(s). The NAICS Code is 315211. The Government reserves the right to make a single award, multiple awards or no awards as a result of any resulting solicitation. The contract minimum is 1,000 ACP for each contract awardee. The maximum requirement is not to exceed a combined $49,000,000.00 from all contracting actions. Funds will be obligated for quantities ordered upon issuance of delivery orders and not by the basic contract. In accordance with FAR 15.306(a) (3), it is the intent of the Government to evaluate proposals and the Government may award without discussions. This is being procured IAW FAR Part 15. When released, the solicitation, including all amendments and applicable documents (with the exception of patterns, if applicable) will be available in electronic medium from the U.S. Army Contracting Command - Aberdeen Proving Ground - Natick Contracting Division at https://www3.natick.army.mil and through Federal Business Opportunities at https://www.fbo.gov.
