- Justification and Approval for Other Than Full and Open Competition for the purchase of 2013 Annual Memebership for International Civial Aviation Organization Public Key Directory Fees NOTICE OF INTENT TO AWARD (FAR 5.101). The U.S. Department of State intends to award a sole source purchase order to International Civil Aviation Organization (ICAO), 999 Rue University, Montreal, Canada to cover Annual Membership Fees for Partication and Cost Sharing in the Electronic Machine Readable Travel Document ICA Public Key Directory (PDK) using Simplified Acquisition Procedures in accordance with FAR Part 13. The PKD is a broad international partners of Contracting States and Passport issuing Entities that will coordinate their actions to confirm more accurately the vaidity of the traveler as the rightfull "owner" of the documents and to further enhance document integrity and security. ICAO PKD is the executive central repository for the public keys a certificate revocation lists for the United States and Other Member States. THe NAICS code is 813920. The total value of this intended award is less than the simplified acquisition threshold. To the best of the Government's knowledge, there are no other firms that can stisfy this requirement. This procurement is a sole source requirement and is not a solicitation or a request for competitive proposals. This procurement will be made pursuant to simplified acquisition procedures and Other than Full and Open Competition authorized by FAR 6.302-1, and FAR 13. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
