Description
Synopsis: The West Texas VA Health Care System (WTVAHCS) located at 300 Veterans Blvd., Big Spring, Texas 79720 is seeking sources under NAICS Code 621320 (size standard of $7.0 million) that are able to provide Ophthalmology and Retinal Services, including resident training for the Big Spring VA Hospital Ophthalmology Department. SERVICES: a.Contractor to provide all all-inclusive Ophthalmology sub-specialty care and Retinal sub-specialty care to VA patients by Board Certified Ophthalmologists proficient in the diagnosis and treatment of Ophthalmology sub-specialty conditions in accordance with current VA and equivalent to Joint Commission (JC) compliance guidelines. Services shall include outpatient clinic and surgery clinic coverage for the ranges ophthalmological specialty surgery and sub specialty care services normally provided in a similar academic healthcare institution. It is anticipated that the total requirement should not exceed 0.75 FTE for the Ophthalmologist and a Retinal Specialist 1 day a month (or.10 FTE), based on historical workload. b.In addition, the contractor shall provide Resident Supervision/Teaching: According to the guidelines dictated by the Residency Review Committee of Accreditation Council for Graduate Medical Education (ACGME), the physician performing the services of the contract shall be responsible for residents. Contract Provider shall be responsible for: supervision and education of Fellows, Residents, Interns and Medical Students. All care administered by the Ophthalmology sub-specialty residents shall be under the direction and supervision of a board-certified Ophthalmology sub-specialist. c.Experienced in advanced HIPAA compliant technology experience. Physician shall dictate findings, review, electronically sign and upload reports Into the WTVAHCS's Computerized Patient Record System (CPRS). d.Physician services shall be performed in accordance with the policies and procedures of WTVAHCS and its medical staff by-laws and service under the direction of the Chief, Ophthalmology Service or designee. e.Contractor shall participate in hospital teaching program which fulfill the requirements of the AMA Council of Medical Education, in concert with Texas Tech University. The purpose of this notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other. In accordance with VA Acquisition Regulation 852.219-10 a SDVOSB is defined as a small business concern, not less than 51% of which is owned by service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by service-disabled veterans (or eligible surviving spouses). Further the management and daily business operations are controlled by service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. In addition the business meets size standard for NAICS Code 621320 stated above and is verified for ownership and control and is so listed in the Vendor Information Pages database, http://www.VetBiz.gov. More over qualified SDVOSB concern agree that in the performance of the contract, at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran owned small business concerns. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Capable parties must submit their ability to provide these items in writing to the attention of the Contract Specialist listed in this announcement. Contractors responding to this Sources Sought Notice need to provide the following information to Garry. Long@va.gov no later than noon on Wednesday, JANUARY 9, 2013: Company Name, Address, Phone Number, Point of Contact, Teaming Arrangements (i.e. subcontracts) and Socioeconomic Status.
