Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-12-T-0039 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source award to Oxford Instruments America, Inc., 300 Baker Ave STE 150, Concord, MA 01742-2204. Authority cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(C) (1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled - Only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-62. The purpose of this action is to procure commercially one LSM200 Upgrade Kit 6-Crystal for the Oxford Instruments' Wavelength Detector attached to the EVO50 Scanning Electron Microscope (SEM), available from Oxford Instruments America, Inc., the developer, designed to further Weapons Development and Integration Directorate's capabilities to detect very light elements such as Beryllium and Born using the SEM. The anticipated delivery date is from the date of award through 31 March 2013. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL. All quotes shall include delivery dates expressed in days or weeks from award date. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.204-99, System for Award Management Registration; Provision 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 252.232-7003 Electronic Submission of Payment Requests; Clause 252.212-7001 Contract Terms and Conditions; and Clause 52.232-7003 Army Electronic Invoicing Instructions, are applicable to this acquisition, other clauses may be included in the award if applicable. Payment will be made via Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006. Quotes are due no later than 2:00 pm (CST), 09 January 2013, in the contracting office, Building 5400, Room B132, Redstone Arsenal, Alabama, 35898-5250. The technical requirements for this action are contained in a separate attachment. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. In the event multiple quotes are received, the quotes will be evaluated on the basis of lowest price, technically acceptable. Electronic quotes are preferred, but fax quotes will be accepted.
