Description
REQUEST FOR INFORMATION (RFI) CAPACITANCE AND INSULATION RESISTANCE TESTER This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to this RFI be submitted NO LATER THAN 21 January 2013 to Cindy Scheper, Contracting Officer, Naval Air Warfare Center Aircraft Division, Code 25211B562-3C, Highway 547 Lakehurst NJ 08733 or by email to cindy.scheper@navy.mil. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents may provide information on any currently available product that meets the Navy's requirements. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is requesting information pertaining to the availability of Commercial-Off-The-Shelf (COTS) reliable devices to function as a Capacitance and Insulation Resistance Tester. These testers are to be used to conduct functional performance checks on Type GCU-24/A Liquid Oxygen Converter Assemblies utilized on U.S. Navy and Marine Corps aircraft. The specifications for the current tester to be replaced are as follows: A Capacitance Measuring: Range - 0 to 5000 uuF in four ranges Accuracy - ± 0.5% of reading or ± 0.25% of maximum value of the applicable capacitance measuring range, whichever is greater. B Insulation resistance measuring: Range - 0 to 10,000 Megohms in four ranges Accuracy - ± 0.125 inch of scale length C Short-circuit at test terminals - less than 200 milliampers D Maximum voltage at test terminals - less than 50 volts E Frequency and voltage variation effects - between the limits of 105 volts at 360 CPS and 125 Volts at 440 CPS the capacitance will not differ more than 1.0% of the reading or ± 0.5% of the maximum value of the applicable capacitance measuring range, whichever is greater ( as compared to the reading obtained at nominal 115 volts at 400 CPS). Between the same limits, the resistance measurements will not differ by more than 0.062 inch of scale (as compared to the reading obtained at nominal 115 volts at 400 CPS). F Power requirements - 20 voltamperes maximum Actual measured values of components are: A Capacitance: Range - 0-185 uuF (pF) Accuracy - ± 0.5% of reading or ± 0.25% of maximum value of the applicable capacitance measuring range, whichever is greater. B Insulation Resistance: Range - 0-3 MΩ Accuracy - ±.3% full scale Features desired in the tester include: 1) compact design for shipboard and land based use; 2) latest technology in automated test functions, digital displays; 3) Accuracy equal to or better than current model; 4) tester must be able to be calibrated 5) tester must be capable of testing components at 400 Hz. 5) option of "Standby" mode so that unit remains powered but not operational. Please include ROM (Rough Order of Magnitude) with your response.
