Description
*REFERENCE MADE IN PRE-SOLICITATION OF PROCURMENT BEING MADE UNDER THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM HAS BEEN REMOVED SINCE IT HAS BEEN REPEALED UNDER THE SMALL BUSINESS JOBS ACT OF 2010...ALL OTHER INFORMATION PROVIDED REMAINS THE SAME.* The General Services Administration has a requirement to solicit repairs for Steam Distribution concrete tunnel surfaces, located within the Washington, District of Columbia Metropolitan area. Services are to be provided for one hundred eighty (180) calendar days. This solicitation is set-aside for small businesses. The North American Industry Classification System (NAICS) code is 236220 and the small business standard size is $33,500,000.00. The solicitation will be posted on FBO on or about January 22, 2013. Proposal due date will be noted in the solicitation. THIS PROCUREMENT IS SET ASIDE FOR 8(a) BUSINESSES ONLY. GSA is issuing this solicitation electronically only. You may access the solicitation documents at the Federal Business Opportunities website home page: http://www.fbo.gov. Perkins Contract Specialist Work: (202) 690-9742 Fax: (202) 708-5347 E-mail: Shannon.perkins@gsa.gov Statement of Work: The Contractor shall furnish all the necessary equipment, labor, supplied and supervision to repair the Steam Distribution concrete tunnel surfaces. The work is to be performed at various locations throughout the District of Columbia. The contractor shall repair approximately 1,500 square feet of tunnel surfaces. The contractor shall perform the following tasks to repair the concrete: a. Remove and dispose of all broken concrete on the floor of the tunnel. Protect the existing piping, conduit, and other embedded items during demolition and sandblasting. Any embedded items in the areas to be repaired shall be removed during demolition and replaced in their original location. b. Remove the deteriorated and spalled concrete to the surface of hard and sound concrete. If the reinforcement bars (rebars) are exposed, remove concrete around rebar to provide a minimum space of 1 inch around the rebar. Remove concrete along the length of the existing rebar sufficient to provide adequate development length (per ACI 318-95) of the new steel. Clean all deteriorated and exposed surfaces until all loose material has been removed. c. Roughen the exposed concrete prior to repairing the concrete. Sandblast all exposed existing rebar to remove all rust and corrosion. If the rebar is missing more than 25% of its original area, it shall be strengthened with new rebar tied into the existing rebar. The areas to be repaired shall be inspected by the government prior to any further work on those areas. d. Replace all missing rebar with new rebar of same diameter and tie into the existing rebars. Coat new and existing rebars with FX-408 Epoxy Zinc Rich Primer or government-approved equivalent. Install new steel reinforcing pins in the tunnel walls and ceiling areas spaced on 1 foot centers. e. Repair the concrete with FX-752 Bonding Agent and FX-228 High-Early Non-Metallic Non-Shrink Grout or government-approved equivalents using temporary forms. Smaller areas with repairs less than 1 1/2 inches deep shall be repaired with FX-752 Bonding Agent and FX-253 Trowel Grade Fiber Reinforced Polymer Mortar or government-approved equivalents. All repaired tunnel ceiling and wall sections shall be returned to their original thickness and shape configurations. The repaired areas shall be allowed to cure a minimum of 24 hours. f. Coat the repaired area of the manholes and tunnel surfaces with FX-460 Masonry Coating System or government-approved equivalent. Contract Procedures: This requirement will be solicited on a full and open competition basis after exclusion of sources. A Request for Proposal (RFP) is required for this Solicitation. Award shall be made in accordance with FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process (LPTA) to the lowest evaluated price proposal that meets or exceeds the acceptability standards for the non-price factors. It is the offeror's responsibility to monitor EPS site at https://www.fbo.gov for the release of all information regarding this requirement. Successful offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov per FAR 52.204-7. All prospective offerors are also required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. A pre-bid meeting, including a walk-through of site will be scheduled at a later date. Hard hats must be worn during walk through; therefore all prospective offerors are requested to bring hard hats. Please be advised that any clarifications and/or changes to this solicitation will be made by writing an amendment to the solicitation.
