- The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project titled: Mill Creek Riprap Diversion Dam Spillway. The work is located near Rooks Park and the Bennington Lake Reservoir Diversion Dam Structure in Walla Walla County, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is between $25,000 and $100,000. 100 percent payment protection will be required. The North American Industry Classification System (NAICS) code for this project is 237990, and the associated small business size standard is $33,500,000. This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information (items one though five) will be used in determining whether to set aside this requirement. 1)A statement or list of current and/or past technical experience similar to or the same as the summary scope of work. Include a brief description of each project scope; your firm's role in the project; project schedule, including completion date (or projected completion date); and dollar value. 2)A reference list for each of the projects submitted in #1 above. Include the name, title, phone number and email address. 3)A statement of your firm's bonding capacity. 4)A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), women-owned). 5)Cage Code and DUNS number. Submit this information to Caroline Mueller, Contract Specialist, via email to Caroline.B.Mueller@usace.army.mil. Your response to this notice must be received on or before 4:00 PM (local time) on January 22, 2013. Summary of Scope of Work: Reconstruct sections of missing riprap below Mill Creek Diversion Dam Spillway Toe. The Contractor shall rekey existing loose riprap as well as furnish and place 100 cubic yards of new riprap in the repair area. The existing riprap is well graded between 6 to 30 inches in diameter. The new riprap shall be well graded between 6 to 24 inches in diameter. The repair area is approximately 190 feet long, varying 1 to 3 feet in depth and 1 to 15 feet in width. The in-water work window for this project is 15 July 2013 to 1 September 2013. The period of performance will be approximately one month. The Contractor shall replace the current access gate (12 feet total width) to the repair area located on the north side of Mill Creek (Rooks Park side) with a new access gate (20 feet total width) to permit better equipment access. If necessary at the start of on-site work activities, the Contractor shall provide for Trapped Fish Capture and Release within the repair area. Via a past estimate, the number of fish within this area is anticipated to be less than 50 fish. Requirements during construction include the presence of a Site Safety and Health Officer (SSHO) and Contractor Quality Control Manager (CQC) at all times when work is performed. The SSHO is required to have 30 hour OSHA training and the CQC will be required to have taken the Corps of Engineers course titled Construction Quality Management for Contractors. The SSHO and CQC Manager can be the same person provided the individual has the qualifications/credentials to perform both positions. All on-site work will be subject to the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be required to utilize the Corps of Engineers electronic system (Quality Control System) to manage and transmit records to the Government.
