Description
The Naval Air Systems Command intends to award a modification to previously awarded Order 4060 under Basic Ordering Agreement N00019-09-G-0005 with Lockheed Martin Mission Systems and Training (LM MST). It is anticipated that this contract action will result in a Cost Plus Fixed Fee type CLIN for the effort required (1) to attend and provide fleet support at the MH-60R/S Software Naval Advisory Requirements Group (SNARG) FY13 meeting in San Diego, CA; (2) to review the prioritized Software Trouble Report list that results from this meeting and (3) to provide an initial 'High, Medium, Low' sizing of effort to incorporate capability development package (CDP) corrections into the MH-60R/S software baseline. This action is being awarded on a SOLE SOURCE basis to LM MST in accordance with FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements,' because LM MST retains the software data required to evaluate and make required changes to the Common Cockpit software and is the only source with the requisite skilled personnel, test equipment, laboratory facilities, and proprietary data to perform the required programmatic support to design, develop and incorporate SNARG activity into the MH-60 aircraft in a timely and efficient manner. LM MST proprietary data developed exclusively at private expense is not for sale, and access thereto is integral to the proper and timely accomplishment of the required MH-60 software support.
