- ADDITIONAL INFORMATION: GROUND POWER: QUESTION: Can you provide more specifications on cargo compartment portable ground power unit. Most GPUs are too big for cargo compartment, but an electrical starting unit is small enough to fit. ANSWER: The intent of the ground power unit is to provide ground power for an extended period of time for new pilots to learn/practice the avionics interface without having to run the engine. If the contractor cannot furnish one small enough to be aircraft portable, we can accept that. However, we do need engine-off ground power for up to four hours in a day at the aircraft's primary operating location. My estimate is based on two pilot students each spending two hours in a single day being introduced to the aircraft's avionics system. AIRCRAFT MAINTENANCE MANUALS: QUESTION: The Below link shows mentioned items for Aircraft Maintenance Manual and Illustrated Part Catalog the question is do you really need the whole manuals in paper document or will a link be sufficient Cirrus manufacture post those items on line? ANSWER:the manufacturer's link is sufficient for the proposal. However, the intent is for the government to be able to verify that the contractor can produce documentary evidence (if requested) that the aircraft in their proposal is properly maintained in accordance with these manuals. INSTRUCTOR TRAINING: QUESTION: The new "edits" in Section I, paragraph 1.1.1 seem to imply that the contractor will have to train the "initial cadre of military instructor pilots..." where as the questions and answers state that "Air force initial flight instructors have already been trained." Please clarify that statement. Does the contractor have to train the Air Force pilots or not and if so how many and how many hours? ANSWER: The contractor will not have to train any military pilots. Paragraph 1.1.1 describes the broad intent of our program. Our initial cadre of pilots have already been trained outside of this contract. The only requirement is for the contractor to periodically provide a qualified pilot, not for training, but for functional check flights, basic positioning of the aircraft for maintenance, etc (see para 1.2.2.1). An example scenario is if the aircraft required some maintenance that could not be accomplished on site. The contractor could be requested to ferry the aircraft to/from the maintenance location. The frequency with which we would require a contractor pilot is unpredictable since we cannot predict maintenance issues. THE BID CLOSING DATE REMAINS 11 JAN 2013 10AM PST
