Description
An RFP will be issued for the continued Operation of the New Haven Job Corps Center, in New Haven, Connecticut. Job Corps is a national residential and non-residential training and employment program, Outreach/Admissions and Career Transition Services administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations. The contract will have a 2-year base period, December 1, 2013 through November 30, 2015, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about January 24, 2013. It can be obtained from FedBizOps and/or the Job Corps Acquisition Web Page, located on the World Wide Web, at http://www.doleta.gov/jobcorps/RFP_main_new.cfm. The average capacity for the center is 200 youth of which 150 are residential, 14 male non residents and 36 female non residents. This contract includes the administration of Outreach and Admissions and Career Transitional Services. The Outreach and Admissions contract goals for recruitment anticipate 85 males and 85 females will be enrolled. The Career Transitional Services contract goals anticipate 72 graduates and 0 former enrollees will be serviced. A Pre-proposal Conference and Site Visit are scheduled for January 31, 2013 at 10:00am (EST-local time) at the New Haven Job Corps Center. The Center is located at 455 Wintergreen Avenue, New Haven Connecticut, 06515. The center's telephone number is 203-397-3775. Please Note that this is an Unrestricted Procurement It is highly recommended that potential Offerors download a complete copy of the RFP from the Website listed above before attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a "Notice of Intent to Attend Ne Haven Job Corps Center Pre-Procurement Conference" to: Mr. Tom Pendleton, U.S. Department of Labor, ETA, Office of Contracts Management, JFK Federal Building, 25 New Sudbury Street, Suite E-350, and Boston, MA 02203. Note all Notices of Intent to Attend should not be received by this office any later than January 28, 2013. Attendees are required to stop in at the Welcome Center at the front entrance to the Center to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and will not be responded to during the Pre Proposal Conference. All responses will be posted in an amendment to the RFP. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide Academic and Vocational Training, operate Counseling & Residential Living programs, Career Transition Services, and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than March 11, 2013 (local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
