Description

VENDOR CONFERENCE The Department of Veterans Affairs, James E. Van Zandt VA Medical Center, Altoona, Pennsylvania will be holding a vendor conference to discuss VA's upcoming requirement for the establishment and operation of a Community Based Outpatient Clinic (CBOC) in Indiana County. All interested Contractors and Subcontractors are invited to attend this event to discuss VA's basic requirement for services. The draft versions of the Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) have been attached to this notice for conference preparation purposes. These are not the final versions of either the PWS or QASP, but are anticipated to be very close representations of the final documents which will be released as part of the final solicitation package. The PWS and QASP are being provided so that Contractors and Subcontractors can review the documents and provide feedback to VA on the feasibility of the requirement, cost drivers, and missing or unclear elements of the requirement. The Altoona VAMC's requirement may include primary care, laboratory, radiology, psychiatry, podiatry, optometry, and audiology services. Contractors and Subcontractors are invited to provide comments and submit questions regarding the PWS and QASP in writing to the Contract Specialist listed below by January 18, 2013 for discussion at the vendor conference. Written questions will also be accepted on the day of the vendor conference from participants however, those questions will be answered after the conference with the questions and responses posted to FBO. All questions and responses will be posted to FBO. Any information submitted by attendees that is proprietary or sensitive in nature should be clearly marked as such and should include a statement that the information should not be released by the Government. The Vendor Conference will be held on Friday, January 25, 2012 from 12:30 p.m. to 3:30 p.m. in the Auditorium at the James E. Van Zandt VA Medical Center located at 2907 Pleasant Valley Blvd; Altoona, Pennsylvania. All questions regarding the PWS, QASP, or Vendor Conference should be submitted in writing to Caroline L. Robinette via email to Caroline.Robinette@va.gov or fax to 814-940-7850. Ms. Robinette can be reached by phone at 814-943-8164, extension 7232, however, no questions regarding the PWS or QASP will be answered verbally. The type of work required may include, but is not limited to any of the disciplines listed in sector 62 of the Small Business Administration Table of Small Business Size Standards for medical services. The North American Industry Classification System (NAICS) Code applicable to this requirement is 621498 (All Other Outpatient Care Centers) and the size standard is $10.0 million. The corresponding Standard Industrial Code (SIC) is 8011, classification code: Q201. After award of the contract the successful offeror will be required to implement their total solution to open and operate a brand new CBOC in a county where there is currently no VA presence. The preferred area for the CBOC will be along the 119 Corridor to include the cities of Blairsville and Indiana. Other areas within the county will be considered. The Contractor will be required to recruit and retain staff from appropriate disciplines to ensure that services offered at the other CBOCs operated by the Altoona VAMC are offered at the Contractor's CBOC. The Contractor will be responsible for ensuring that all patients are seen timely per VA's scheduling standards without jeopardizing patient safety.
