- The Missile Defense Agency (MDA) is seeking sources capable of producing the Terminal High Altitude Area Defense (THAAD) Weapon System, Battery Number 6. The requirement is for production of THAAD Battery 6 in the same configuration and employing the same logistics support concept as Batteries 4 and 5 which are currently being produced by Lockheed Martin Space Systems Company under MDA contract HQ0147-07-C-0196. Battery 6 will include the following items: 1. 6 each, THAAD Launchers 2. 2 each, THAAD Fire Control Suites 3. 6 each, THAAD Missile Round Pallets 4. 6 each, THAAD Missile Round Slings 5. 24 each, THAAD Missile Round Trainers 6. 6 each, THAAD Active Leak Sensor Systems 7. 36 each, THAAD Interceptors 8. Associated Spares 9. Peculiar Support Equipment The THAAD Weapon System provides Combatant Commanders with a rapidly deployable ground-based missile defense system that deepens, extends and complements the Ballistic Missile Defense System. THAAD provides unique and cost effective capabilities to defend against short and medium range ballistic missiles, provide high firepower and sustainability for resistance to simultaneous attack by multiple tactical ballistic missiles, endo- and exo-atmospheric intercept capability, and a high lethality with proven hit-to-kill. THAAD is a highly mobile and transportable weapon system and is interoperable with other Ballistic Missile Defense (BMD) systems. Companies that possess and have demonstrated a capability to produce the THAAD Battery 6 (either items of or the entire battery) without substantial duplication of costs or unacceptable delays may submit a capability statement for consideration. Any responsible source may submit a capability statement (not-to-exceed 10 pages). Capability statements must identify all anticipated nonrecurring expenses and include a plan demonstrating a capability to deliver a fully qualified THAAD Battery within 36 months after contract award. All capability statements received by the response date will be considered. Capability statements must be submitted by email to Chynell Gray at Quintina.gray@mda.mil not later than the response date. A complete technical data package is not available. Some technical data is available upon request. Technical data furnished by the Government is in an "as is" condition without any warranty as to its accuracy, completeness, or adequacy. The respondents shall use this technical data at its own risk. The Government assumes no responsibility for such furnished data/documentation nor will the Government have any liability for a respondent's response should such data/documentation prove to be inaccurate, incomplete, or otherwise defective. Requests for available technical data for specific items of the THAAD Battery 6 must be submitted by email to Chynell Gray at Quintina.gray@mda.mil. This is not a request for proposals or quotations. The Government will NOT pay any costs incurred as a result of responding to this announcement. Submissions of capability statements will be separate from, and have no bearing on, submissions in response to any future formal Request for Information, if one is issued. Eligibility to participate in any future acquisition does not depend upon a response to this notice. MDA will not critique the responses to this notice. Proprietary information is neither sought nor desired by MDA. If proprietary information is submitted, it must clearly be marked "proprietary" on every sheet containing such information and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Respondents are responsible for adequately marking propriety information contained in their response. Do not send any classified information. The Government may use third party, non-Government (contractor) support personnel as subject matter experts in the review of submissions, including the review of any marked or unmarked proprietary information provided. Appropriate non disclosure agreements have been executed between the third party, non-Government (contractor) support personnel and the Government and are on file with the Government. Participation in this effort is strictly voluntary. A submission of a response to this notice constitutes the respondent's acknowledgement and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government (contractor) support personnel.
