- This is a combined synopsis/solicitation for repair and preventative maintenance services of three Spectrum Detroit generators (Model no. 75DS4) at the VA Mather, CA hospital. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an emergency procurement. All quotes must be submitted not later than January 17, 2013 at 8:00 AM HST to Nicole.do@va.gov. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price: Contractors shall submit quotes on the worksheet attached. 2.Technical: Contractors shall submit proof of completed training in Paralleling Switchgear Level II or equivalent and evidence of a degree in Diesel Electric Technology or equivalent knowledge with their quotes. The named employee(s) in the certificates/degree shall be the person(s) on site performing the service. Any replacement/alternate/substitute employee(s) shall submit proof of qualification to the Contracting Officer Representative (COR) prior to entering the job site and performance. 3.Past Performance: Please submit at least one (1) but not more than two (2) past performance references for services performed that are similar in scope. Provide the reference's name, title, phone number, and brief description of services provided. Technical and past performances, when combined, are more important than price. This is a 100% small business set aside, NAICS code 811310 (size standard: $7 million). STATEMENT OF WORK Repair and Preventative Maintenance for Generators at VANCHCS 1.0 Purpose: 1.1 The contractor shall provide all supervision, tools, supplies, equipment, labor, travel and applicable licenses and permits necessary to fulfill contract requirements to provide repair, replacement of rail system, and preventative maintenance of three Spectrum Detroit (Kohler power) generators. Model number for all three generators is 750DS4R. 1.2 The contractor shall perform the following services in accordance with the Occupational Safety and Health Administration (OSHA). 2.0 Location: 2.1 Veterans Administration VA Mather Hospital 10535 Hospital Way Mather, CA 95655 3.0 Description of Work: 3.1 The Contractor shall replace the rail system on each generator so that there are no fuel leaks. The VA recommended procedures are noted below; however the contractor is responsible for fulfilling the terms of this Statement of Work. 1. Disable the battery charger. 2. Disable block heater LOTO System. 3. Turn generator to off position & clear alarms at the switchgear. 4. Drain coolant from system. 5. Remove air cleaners. 6. Seal the turbo inlets. 7. Remove coolant tube from air box. 8. Remove engine ECM's. 9. Remove crankcase ventilation (CCV) kits. 10. Remove air intake. 11. Remove fuel injector lines. 12. Remove fuel injectors. 13. Remove fuel rail. 14. Clean all gasket surfaces. 15. Install new seals & o-rings. 16. Install all items removed - fuel rail, fuel injectors, fuel injector lines, air intake, CCV kits, engine. 17. ECM's, coolant tube to air box, air cleaners, and remove seals on turbo inlets. 18. Fill engine & radiator with new coolant and purge air from coolant system. 19. Connect batteries and turn on battery charger. 20. Test run unit, inspect for leaks. 21. Turn on block heater. 22. Perform annual service with inspection - drain engine 23. Oil, replace oil & fuel filters, and fill engine with oil. 24. Test run unit for thirty minutes and verify no leaks. 25. Test run unit under building load. 26. All cap screws and nuts will be torqued to manufacturer's specifications. 27. Clean up area, check for equipment alarm(s) 28. Confirm generator is in automatic operations per manufacturer's specifications with breaker on. 29. Switchgear in Auto. 4.0 Period of Performance: 4.1 Period of performance beginning January 21, 2013 and ending upon acceptance of satisfactory repair of the three generators but no later than April 30, 2013. 5.0 General Information: 5.1 Normal hours of operations are from 0700 - 1530 hours, Monday - Friday. The contractor shall provide to the Contracting Officer a proposed schedule for performance within five days after contract award. 5.2 The contractor shall be responsible for safeguarding all government property provided for contractor's use. 6.0 Contractor Qualifications: 6.1 The contractor shall be responsible for ensuring all employees are qualified to perform the duties of this SOW. Any staff assigned for the performance of this contract shall have the ability to speak and read fluently in English. 7.0 Designation of Contracting Officer's Representative (COR): 7.1 The Contracting Officer (CO) will appoint a Contracting Officer Technical Representative (COR) to perform tasks related to the execution and surveillance of this contract. The COR will be designated to represent the Contracting Officer (CO) in furnishing technical guidance and advice under this contract. The foregoing is not be construed as authorization to interpret or furnish advice and information to Contractor relative to the financial or legal aspect of the contract. Those matters are the responsibility of the CO and shall not be delegated. 7.2 The CO is responsible for the administration of this contract. The CO is the only individual authorized, to extent indicated in this contract, to take actions on behalf of the Government, which may result in changes in the contract terms, to include deviation from the statement of work, details, and performance schedules. Communications pertaining to contractual matters shall be addressed to the CO. No changes in or deviation from the scope of work shall be affected without a written modification to the contract executed by the CO. No oral statements of any person whosoever will in any matter or degree, modify or otherwise affect the terms of this contract. 7.3 The Contractor will receive a copy of Delegation Letter which will identify the COR appointed by the CO. 8.0 Invoices: 8.1 Invoices shall be submitted to DFAS Austin as stated in SF 1449. Courtesy copies of invoices shall be provided to the COR. The COR's email address will be provided to the Contractor when contract is awarded. 9.0 Security: 9.1 The C&A requirements do not apply to this service requirement and a Security Accreditation Package is not required. Contractor personnel will have NO access to VA sensitive information in their work/service area. 9.2 All contractors, whether they have access to PHI or not, are required to complete the VA Privacy and Information Security Awareness and Rules of Behavior (VA10176) training.
