- Request No: W-3-W1-14-CP-D01 This announcement constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Internal Revenue Service is seeking qualified sources to furnish all necessary labor, material, equipment and supervision to provide the requirements listed below for necessary laser paper roll needs for two IRS locations: Detroit, MI and Ogden, UT. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Hub-Zone, and Small Businesses relative to the North American Industry Classification code (NAICS) 322121 Paper (except Newsprint) Mills. The Small Business Size Standard is 750 employees or less. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Requirements: 4.1 DELIVERABLES The contractor shall provide 20lb paper with 30% Post Consumer Waste that is 18" wide and is in 50" diameter rolls. The blank roll paper stock shall have Marginally Punched Holes with Control Punches every 11". ALL ROLLS ARE REQUIRED TO BE 50 INCH IN DIAMETER (+/- 1/32 of an inch) MOUNTED ON 6 INCH DIAMETER CORE, marginally punched with holes that are standard in size and spacing including larger start of form guide holes are required on each roll. The unwind direction is at contractors' option, unless specified on the order. It is also required that the contractor put a start good forms mark on every roll. Rolls must be compatible for use on InfoPrint 4100 Advanced Function Laser Printer. 6" Core must be constructed of such material as to secure against crushing and be suitable for the equipment specified. Splices are acceptable if clean edged. No single roll shall have more than one (1) splice. Roll must be marked to indicate exact location of splice. No single shipment shall have more than 10% of the rolls with splices. Tape used to secure splices must be compatible with laser printer requirement and must be able to withstand extreme temperatures. Commercially available tapes which have been found to meet Government test requirements include: 3M Company, stock number YR-914/skip-slit or equivalent. 4.2 P ACKING Pallets are required. Pallets should be Type III, Group 2 or 3, two way flush pallet, size: 50-inch diameter rolls: L51 x W 40", full entry must be on the 40" side. Pallets MUST contain a double support joists on each side of the pallet 1 ½ x 4" running the entire 51" length, for format D 50" diameter roll paper. Pallets must be made in accordance with Federal Specifications NN-P-71 and any amendments thereto. Each pallet must be wrapped completely covering all rolls of paper in at least 5 wraps of moisture-proof plastic wrapping material of a strength that will ensure arrival at destination in a clean and unmutilated condition. Contractor must place two rolls of paper on each pallet. All roll stock must be secured on pallets by chocks. Rolls are required to be placed on their side and banded with plastic straps that will not break under normal usage conditions. Bands must go through the core in addition to over the top. Corner pads must be utilized on rolls to prevent damage from strapping. 4.3 DELIVERY Pallets are not to be stacked on top of one another on the truck. Shipments damaged by stacking pallets one on top of another will be rejected and the Contractor will be considered late with the delivery. Contractor is responsible for delivering paper damage free. Contractor is required to handle all shipping problems that may arise. All destinations must be notified at least 24 hours prior to delivery with the name of the trucking company, driver, and description of truck.
