- It is anticipated that a sole source contract will be awarded, in accordance with FAR 6.302-1 and FAR 15, to Horton Analytical Chemistry Services (HACS)/Dr. James Horton, Bel Air, MD, for providing unique and/or highly specialized services in conjunction with the management, administration, and technical support in the ongoing Project Management for Non-Stockpile Chemical Materiel (PM NSCM) research, technology evaluation and application program. These services will support Phase I (Proof of Concept) and Phase II (Field Testing) efforts of identifying, testing, evaluating, and adopting technologies that will enhance the PM NSCM's missions and projects. Non-stockpile materiel includes recovered chemical weapons and miscellaneous materiel. The PM NSCM has developed an ongoing technology evaluation program that assists in fulfilling its mission. Technology evaluation and application activities include continuing needs assessment; improvements of currently used technologies; surveillance to identify potentially beneficial, commercially proven, technologies; technologies down-selecting, testing and adapting. Dr. Horton has provided extensive chemistry and analytical support to PM NSCM for sixteen years, resulting in highly specialized, long-term institutional knowledge to the Chemical Materials Activity (CMA) in the areas of chemical agent neutralization, incineration, alternative destruction processes, assessment, the development of analytical methodologies for sampling and analysis, and monitoring of chemical agents. He has extensive knowledge and expertise in areas involving recovered chemical warfare materiel (RCWM). Dr. Horton has a proven and trusted working relationship with PM NSCM as well as research organizations such as the Edgewood Chemical and Biological Center (ECBC), Army Research Laboratory (ARL), Sandia National Laboratory(SNL), and Idaho National Laboratory (INL). This work and these relationships allow Dr. Horton access to personnel, systems, and technologies required for execution of this contract. Dr. Horton has unique and highly specialized experience working with the Project Manager for Non-Stockpile Chemical Materiel (PM NSCM), ECBC, INL, and other research and analytical organizations in the development of technologies applied to the Explosive Destruction System (EDS) and other CMA processes and equipment. Technologies evaluated and developed include chemical monitoring methodologies (liquid and vapor systems), laser decontamination and laser induced breakdown spectroscopy (LIBS), treatment using HUMASORB (neutralization process), and the laboratory research required for chemical treatment of all PM NSCM agents and industrial chemicals associated with RCWM and destruction of former production facilities. Dr. Horton has also provided extensive contributions for Non-Stockpile's GAP Analysis (which details the technical areas where improvements are needed) and the review process for an alternative destruction system for industrial chemicals. Dr. Horton has gained unique and highly specialized experience and long-term institutional knowledge supporting the overarching PM NSCM technology evaluation and application program, as managed by Shaw Environmental & Infrastructure, Inc. under its task order 0009 of its basic contract DAAA09-02-D-0006. Under this support, Dr. Horton was instrumental in working with Shaw Environmental & Infrastructure, Inc. and Northrop Grumman in setting up a proof of concept project for assessment of the non-intrusive Deuterium-Tritium (D-T) neutron generator system which was completed in Fiscal Year (FY) 2012. Dr. Horton's expertise will also be instrumental and required in developing, monitoring, testing, and in the assessments of blinds and unknowns using the D-T system in FY 2013. Dr. Horton was also instrumental in working with Shaw Environmental & Infrastructure in the Phase 1 Proof of Concept effort for Laser Decontamination. It is anticipated that Dr. Horton will also be instrumental in working under the new OREP Follow-On Contract (recently awarded). The overall period of performance is anticipated to be twelve (12) months after award. The award will be as a contract under FAR Part 15, utilizing non-commercial terms and conditions. The proposed action is for unique services for which the Government intends to solicit and negotiate, on a sole source basis, with HACS under the authority of FAR Part 15. As such, an electronic request for proposal will be sent to HACS; no formal written request for proposal will be issued. Interested persons may identify their interest and capability to respond to the requirement or submit proposals; however, this notice of intent is not a request for competitive quotes. All submitted information by interested parties that is received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The submitted information by interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Award of the subject contract is anticipated to be no later than 20 February 2013.
