- BUDGET TEMPLATE SOL-668-13-000002 SOL-668-13-000002 The United States Government, represented by U.S. Agency for International Development (USAID), is soliciting proposals from qualified organizations for the performance of services detailed in the attached RFP to support a program that will be administered by USAID's Program Office in Juba, South Sudan. This procurement is being conducted through full and open competition, for which the procedures for "contracting by negotiation, trade‐off process" method of procurement, as described in Part 15 of the Federal Acquisition Regulation (FAR),and AIDAR, will apply. Subject to availability of funds, USAID/South Sudan contemplates award of a single-award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract to cover a five-year period of performance. The total estimated cost for the five‐year period is US$24,600,000 million. Offerors should not necessarily strive to meet the maximum amount. Offerors must propose costs that it believes are realistic and reasonable for the work. Cost proposals will be evaluated as part of the Best‐Value procedure in determining contract award, including cost effective approaches to achieve the results. The Request for Proposals is expected to result into an IDIQ contract with task orders funded individually post-award as cost-plus-fixed-fee (CPFF) awards. The purpose of this project is to provide technical, analytic, advisory, training, monitoring, evaluation, and related support services to assist USAID/South Sudan effectively monitor, evaluate, and relay information about interventions. The contract will support the Mission to implement activities that promote inclusive development, in line with the Agency's new policies on gender and youth. USAID/South Sudan will use the products and deliverables from this Contract to (a) more effectively monitor and evaluate programs and activities; (b) make informed program management decisions, based on empirical evidence; (c) disseminate performance and impact information about these programs and activities to stakeholders; and (d) develop new programs, activities, and strategies that are informed by the results of monitoring, evaluations, assessments, and special studies. Place of performance: The primary place of performance shall be Juba in the Republic of South Sudan, where the contractor shall establish a field office. The Contractor shall travel, as necessary to perform the work requirements under this SOW, to other parts of South Sudan where USAID has active programs, projects, or activities. Currently, this includes the following states: Central Equatoria, Western Equatoria, Eastern Equatoria, Western Bahr el Ghazal, Northern Bahr el Ghazal, Lakes, Jonglei, Warrap, Upper Nile, and Unity.
