- This synopsis is notification of the Government's intent to acquisition a Neutron Irradiation System. Any resultant contract will be Firm-Fixed-Price. The acquisition is for one (1) Neutron Irradiation System which shall be used to (a) irradiate dosimeters in support of Nuclear Regulatory Commission (NRC)'s required accreditation of the Army Dosimetry Center; and (b) calibration of neutron detection instrumentation in turn used for day-to-day radiation safety. The delivered Neutron Irradiation System shall be comprised of the following components: a. Neutron Sources. The contractor shall provide the following neutron sources to the U.S. Government as components of the system: (1) One (1) each californium-252 (Cf-252) source of mass 130 micrograms (ug). The source shall be preloaded into a special receptacle also known as a quote mark rabbit. quote mark The vendor shall provide a shipping container for the source. (2) The vendor shall also provide two (2) additional quote mark rabbits quote mark for Government-owned americium-beryllium (AmBe) and plutonium-beryllium (PuBe) sources. The contractor shall provide transfer containers so that the AmBe and PuBe sources can be loaded into rabbits, and will load these sources into the rabbits. Dimensions of the two Government-owned sources are 1 inch X 1.25 inches high. b. Irradiator System (Salient Characteristics). In configuration the irradiator shall incorporate a single source exposure tube accessible to a storage carousel or similar device capable of holding six (6) neutron sources in special receptacles (or quote mark rabbits quote mark ). Selection of the source shall be made via a remote computer controller. Once the desired source is selected, that source shall automatically be positioned such that it can be moved to an expose position via the exposure tube (via operations performed by the control system). The system shall incorporate the following salient characteristics which are essential to the requirements of the Government: (1) Irradiator Shield. The storage carousel/source holding device shall be contained in a primary irradiator shield consisting of a combination of lead and neutron shielding to be located on the floor of the irradiation room. The shield shall be leveled and anchored to the concrete floor at installation. Radiation levels one foot from the surface of the shield shall not exceed 5 mrem/hour. (2) Pneumatic Operation. The source shall be moved to the expose position pneumatically, either being blown into position using compressed air, or mounted on a pneumatic cylinder raised or lowered using compressed air. (3) Controller. The controller shall be PC-based (personal computer) with the PC being furnished by the vendor as part of the delivered system. The contractor shall provide the appropriate control software to enable controller functions. The controller shall enable selection of the source, exposure and return of the selected source, and entry of preset source exposure time. It shall include indicators to show selected source, source position, and safety interlock status. An exposed source shall be returned to the shielded position either automatically when the preset exposure time has elapsed, or manually via activating the Emergency Off pushbutton [see paragraph 2.a. below, Safety Features] or activating the control identified above to return the source to the shielded position. (4) D2O Moderator. The contractor shall provide a heavy water (D2O) moderator in the shape of a sphere that shall fit onto the irradiator exposure tube. A swivel crane or similar device that will facilitate installation and removal of the moderating sphere shall be included with the system. Additionally, a storage position for the sphere shall be provided by the contractor. The contractor shall also provide D2O required to fill the moderator. (5) Power. The irradiator system shall operate on 110 volt +/- 10%, 60 Hz AC power. 2. Required Safety Features. The irradiator system shall incorporate the following minimum safety features/systems: a. Emergency Off (EMO) buttons labeled quote mark NEUTRON ONLY, quote mark which shall immediately return the source to the shielded position when pushed. The EMO shall be located in at least two easily accessible locations in the irradiation room as well as on the control panel. b. At least one door switch/interlock which prevents exposure of the source if the door to the irradiation room is open, and shall return the source to the shielded position if the door to the irradiation room is opened during exposure. c. If the controller encounters an error or detects hardware failure, an exposed source shall be returned to the shielded position and no source shall subsequently be able to be exposed. d. A radiation warning light, provided and installed by the contractor, shall be located above the access door to the irradiation room. e. Both a light indicating source position and an audible alarm which shall sound prior to source exposure shall be provided and installed by the contractor. The light and audible alarm shall be located on the primary irradiator shield. f. The contractor shall provide an enable control on the control panel which must be enabled for the system to operate. 3. Characterization. The contractor shall be responsible for initial characterization of each neutron source for neutron emission rate/dose equivalent rate. 4. Installation. The contractor shall install the system in its entirety in the designated rooms of the Radiation Standards Laboratory (RSL), Redstone Arsenal, Alabama. The Government shall provide assistance with moving the primary irradiator shield into the irradiation room. 5. Training. The contractor shall ensure proper operation of the system and provide on-site training in its use to designated RSL personnel immediately following completion of installation. 6. Other Requirements. Nuclear Regulation Commission (NRC) Licensing. The contractor shall be licensed by the NRC, or a NRC Agreement State, to perform the tasks required by the contract. The contractor, if licensed by a NRC Agreement State under the NRC's Agreement State Program, shall provide a copy of a NRC Certificate of Reciprocity to the Government which authorizes work on a Federal installation. The certificate shall be provided prior to beginning any work required under the contract. In accordance with the Government's NRC license, the procured irradiation system shall be registered with the NRC. This is only a presolicitation notice. Written proposals are not being requested at this time.
