- The United States Army Contracting Command - APG, Aberdeen Proving Grounds, Maryland 21005-1846, intends to solicit, negotiate, and award a sole source contract with Lockheed Martin MST, P.O. Box 4840, Syracuse, NY 13221-4840, under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as per Justification and Approval (J&A) Control Number 13-034. A six (6) month Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) contract is contemplated for this effort, which is for the procurement of engineering support services for currently fielded AN/TPQ-53 Initial Production (IP) Radar Systems. Market research has determined that only Lockheed Martin MST possesses the unique capabilities to satisfy the Government's requirements for this proposed contractual action. Lockheed Martin owns the proprietary data associated with these radar systems and the Government does not have detailed technical data or drawings that would enable competition for this effort. See Note 22. This synopsis is provided for informational purposes only and is not to be considered a request for proposal (RFP). However, all responses received within fifteen (15) days after the publication of this synopsis shall be considered by the Government. The contract number assigned to this requirement is W15P7T-06-C-T004. It is anticipated that the request for proposal for this effort will be issued on or about 1 February 2013, with an estimated contract award date of 15 March 2013.
