- The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting a requirement for dockside repairs to NOAA Ship RONALD H. BROWN. The RONALD H. BROWN is 274 feet long overall, and its home port is Charleston, SC. The solicitation No. is corrected to EA133M-13- RB -RB13. Please refer to solicitation No. EA133M-13- RB -RB13 for all future postings of information relative to this solicitation. Solicitation/IFB EA133M-13-RB-RB13 was posted to FEDBIZOPPS on 1/21/13 in its entirety, including specifications, and reference documents and attachments. Technical manuals are not supplied with the specifications, but are available for review upon scheduling in the NOAA Port Office charleston, 1050 register Street, North charleston, SC, telephone (843) 566-9191. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Annual Fire Fighting Systems Inspection; Rescue Boat Davit Overhaul; Annual Life Raft Inspection; Switchboard Inspection and Cleaning; and Ventilation Cleaning. OPTION ITEMS: Bridge Decking Renewal; 03 Level Deck Renewals; Air Conditioning Chiller Plant Renewals; Misc. Steel Repairs; Fuel Oil Purifier Installation; and Switchboard Governor Controls Upgrade. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 48 calendar days, with a start date on March 8, 2013 and a completion date on April 24, 2013. The vessel will not be available for a pre-bid inspection. This procurement is being issued on an unrestricted basis. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as an Invitation for Bids (IFB) in accordance with FAR Part 14; the IFB will be issued on or about January 21, 2013 with bids due on or about February 19, 2013. The anticipated award date is March 1, 2013. The Government anticipates awarding a firm fixed price contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified in the solicitation. The IFB will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the IFB will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the IFB, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the IFB. Prospective bidders who are interested in submitting a bid for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Bidders are encouraged to register in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM and to obtain a Data Universal Numbering System (DUNS) number and provide it with the bid. Any contract resulting from this solicitation shall require the contractor shall be registered in SAM prior to submitting an invoice and through final payment.
