- The Air Force Life Cycle Management Center, Armament Directorate, Advanced Programs Division, System Interface and Integration Branch (EBSN), Eglin AFB, FL anticipates awarding a sole source, Firm Fixed Price (FFP) contract to Rheinmetall Waffe Munitions Schweiz (RWMS) AG, Birchstrasse 155; Zurich, Switzerland 79395. It is anticipated that the total contract period of performance will not exceed 4 months from the time of award and will have an estimated value of $75K. The Government will procure up to 250 rounds of Rheinmetall 25mm PGU 48/B (Formerly the 25mm x 137mm Frangible Armor Piercing (FAP) ammunition). RWMS PGU 48/B round was qualified in the GAU-22/A gun system upon completion of a Foreign Comparative Test (FCT) in September 2012. The FCT qualification effort determined this ammunition to be safe for use in the GAU-22/A and effective against F-35 target requirements. These 250 rounds will be produced from materials readily available at RWMS' production facility in Switzerland. Since the materials are already in place, RWMS is able to manufacture and deliver the rounds, quickly which allows the F-35 Joint Program Office (JPO) a head start on Live Fire Test and Evaluation (LFT&E). As part of the F-35's LFT&E and Developmental and Operational Test (DT/OT), this FAP ammunition's performance will be evaluated with respect to the GAU-22/A gun system and F-35 aircraft interface requirements. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. The authority for this action is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii) The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting points of contact identified below.
