Description
The following is a Sources Sought announcement to seek market research information on businesses; capability of providing the services described in the below scope of work. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. This notice is a market research tool used for planning purposes only to determine the availability of capable contractors able to do the following: Renovate Historic Building 211, Ft. Riley, KS This project is a Design Build Project that will renovate historic Building 211 located in the Main Post area of Ft. Riley, KS.This facility is listed on the National Register of Historic Places Inventory.This structure was built in 1889 of native limestone. The level of effort includes the renovation and repair of an existing two-story with basement, 41,062SF, administrative building into an Education Center. This facility is currently in use but has failed or failing components including heating and air conditioning system, plumbing, electrical, and interior finishes. This historic limestone and concrete floor building will be renovated and repaired to provide suitable modern offices, training space and classrooms, and bring deteriorated components and systems in the building up to current building codes and Life Safety standards, Americans with Disabilities Act (ADA), National Plumbing, ASHRAE Mechanical, and National Electrical Code requirements, Unified Facilities Criteria as well as DoD Minimum Antiterrorism Standards For Buildings and DA Seismic Standards. The scope of this project includes total building repair as well as alteration.The interior work includes reconfiguration of spaces necessary to accommodate the program requirements including an existing auditorium, installation of stairwells, and an elevator. Failing plumbing, ventilation, and air conditioning system of the building will be totally replaced to meet code requirements and Army Energy Standards. Building Information Modeling (BIM) will be used to prepare the design documents, and will be expected to be used by the construction contractor. Some elements of the building are historic in nature and must be preserved. It will be the responsibility of the design-build contractor team to coordinate the design and construction of the Education Center with the Ft. Riley Historic Architect to ensure that the provisions of 36 CFR 800 and the KS SHPO (Kansas State Historic Preservation Office) review requirements are met. The NAICS Code for this project is 236220 and the magnitude for this project is between $10,000,000 and $25,000,000 ADDITIONAL PROJECT INFORMATION Prior experience in the following areas is required: * Renovation of historic buildings. * Structural upgrades of historic masonry buildings for progressive collapse and seismic upgrades comply with Unified Facilities Criteria and building codes. * Construction of classrooms with information technology intensive instruction capabilities. * Whole building renovations that include complete replacement/upgrades of electrical, mechanical, fire, architectural, security, and structural systems. Must meet AT/FP requirements. * Design and construction of facilities that meet LEED certified silver rating or greater for sustainable design. This project has been recommended for a pilot study for the trial version LEED V4. * Use of BIM during design and construction. * Asbestos containing materials and lead-based paint will be handled, stored,and disposed of in accordance with current environmental laws and regulations. Description of at least ( 2) two similar project (Historical Renovation) completed by your company as a prime Contractor within the past five (5) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (d) indication of how long the services took to complete from start to finish; (e) name, address, point of contact and phone number of customer organization for which the work was done. 2. Firm's small business category and business size: Large Business, Small Business, (Section 8(a), Historically Underutilized Business Zones (Hub-Zone), Women Owned, Service Disabled Veteran Owned (SDVOSB), etc. 3.
