- Description
- The United States Department of Education (Department) intends to initiate a Request for Proposal (RFP) for a requirement to enter into a contract with a qualified contractor to assist in ensuring the validity of one of its flagship programs, the National Assessment of Educational Progress (NAEP). NAEP is approaching its 45th anniversary as a mature program in a rapidly changing environment. It is incumbent on the program to maintain its historical role of reporting educational progress, while at the same time accommodating and taking advantage of unprecedented changes in education, in education assessment, in the learning sciences, as well as rapid advances in technology The National Center for Education Statistics (NCES) envisions this procurement period both as vital to maintaining a quality assessment and as a transition to the future. There will have to be balance between the requirements specified herein and the on-going planning for the future of NAEP. NCES has undertaken several ongoing activities to develop a vision for NAEP 2020 and beyond; those activities are documented at http://nces.ed.gov/nationsreportcard/future. Independently and not as an agent of the United States Government, the Contractor shall provide all personnel, materials, services, and facilities necessary for the project and to perform the tasks described below. The NAEP Validity Contractor will be required to perform four (4) key activities to complete the work in this contract: • Activity 1—Provide Timely Responses to Quick Turnaround Requests: The Contractor shall provide technical advice on NAEP validity and other critical areas as needed in a timely manner. • Activity 2—Assist NCES in Developing a Validity Framework and Research Agenda: The Contractor shall review prior validity studies and agendas conducted for the NAEP program and analyze the information to develop a validity framework and program of research. • Activity 3—Conduct Validity Studies on NAEP Issues: The Contractor shall coordinate and facilitate the validity research undertaken by an expert panel. • Activity 4—General Activities: The Contractor shall participate in several general activities related to this function, as outlined in the Performance Work Statement (PWS). This acquisition will be solicited using the procurement process prescribed in Federal Acquisition Regulation (FAR) Part 15. The contract type is anticipated to include both Firm-Fixed-Price and Cost Reimbursement Tasks. The period of performance will be a one-year base period with four one-year options. The solicitation will be available via the Federal Business Opportunities (FBO) on or about February 8, 2013.
