Capability Statement Instructions The purpose of this procurement is to create a second Center to Improve Project Performance (CIPP) whose primary mission is to provide technical assistance to OSEP-funded projects on their formative and summative project evaluations. CIPP has the following goals: (1) to inform and promote high quality formative and summative project evaluations and performance reporting as conducted by OSEP-funded projects or their external evaluators; (2) to improve the consistency, objectivity and rigor of OSEP's 3+2 evaluations of projects funded at approximately $500,000 or more annually; and (3) to complete the work of the first CIPP on the summative evaluations of eleven projects funded from FY 2008-FY 2011. The general TA task in this procurement is expanded to include the development of up to 2 broad-based TA activities per year (in addition to an annual conference presentation at the OSEP Project Director's Meeting) that can provide evaluation information to a large number of interested parties. Moreover, intensive TA for OSEP's larger investments shall continue for this procurement, but the focus of future work with these projects will shift from improving summative evaluation to formative evaluations. This includes the projects' participation in the 3+2 process that evaluates the progress of OSEP's large discretionary investments in implementing their activities. This award will also require the contractor to improve the rigor and consistency of the 3+2 process in general. Please note that this is a technical assistance contract. The contractor does not conduct the evaluations or collect evaluation data; though, in order to complete some tasks described herein, the contractor may analyze evaluation data collected by a grantee. The anticipated period of performance for this contract is a base year with 4 option years. Interested parties are requested to submit capability statements. Statements shall comply with the attached instructions and must be submitted electronically to Jonathan Bettis (Jonathan.Bettis@ed.gov) and, as a cc, Cynthia Duncan (Cynthia.Duncan@ed.gov) no later than 12:00 PM Eastern Standard Time on February 6, 2013. Please note that the instructions include an invitation to provide comments on the draft Performance Work Statement and to identify any competition barriers.
