- REQUIREMENTS: The Department of Veterans Affairs Medical Center (VAMC), 1601 SW Archer Road, Gainesville, FL, intends to award a firm fixed price contract for services with the University of Florida MBI AMRIS, 100 S Newell Drive, Building 59, University of Florida, Gainesville, FL, 32611-0001 to provide Magnetic Resonance Imaging on patients identified with Non- Alcoholic Fatty Liver Disease (NAFLD). The North American Industry Classification System (NAICS) Code is 621512, size standard/500 Employees, Analytical Laboratory Instrument Manufacturing. This Notice of Intent is not a request for competitive proposals/quotes. No solicitations documents are available and telephone and faxed requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its service capabilities, as well as references from other customers who are using these services, to the Contract Specialist within seven (5) calendar days from the date of publication of this publication, February 1, 2013 at 12:00 PM EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the below requirements. Background: Patients with Non-Alcoholic Fatty Liver Disease (NAFLD) will be offered a specific treatment proposed in the grant (Aim #2) which depends on the presence or not of fat by MRIS and the results of a liver biopsy (done only if they have NAFLD by MRIS). Subjects will meet with Dr. Cusi and/or staff at the NF/SG VAMC who will explain the study aims, benefits/risks of participation and if they agree to participate and informed sign the consent form. SPECIFIC TASKS: The contractor's representative will assist the VA researcher and other members of the VA research team by: 1.Providing the VA researcher with authorization to schedule time and use of the 3 Tesla Human Magnetic Resonance Imaging Research system at the Advanced Magnetic Resonance Imaging and Spectroscopy facility (AMRIS). 2.Submitting invoices to the VA for the time the VA researcher has used the three Tesla Human Magnetic Resonance Imaging Research systems. 3.The tests will be performed by collaborators at the McKnight Brain Institute (MBI). Contractor Staff requirements: 1.Determine if volunteers with diabetes identified by Dr. Cusi's research team have a fatty liver (NAFLD). 2.Assist with participation and screening of subjects. 3.Provide assistance with any procedure required for success of the research study. NOTE: All data collected will be de-identified data. No patient information will be entered into the MRI. Only a random participant code assigned by VA staff will be entered. DATA/DELIVERABLES: 1.Accessibility to three Tesla Human Magnetic Resonance Imaging Research Systems for MRI scanning from Date of Award through 12 months. If the contract needs to be terminated or discontinued prior to the contract end date, a termination report must be completed that includes a summary of results obtained/work done and the reasons for termination. 2.Deliverable Reporting Summary: A quarterly report will be provided that outlines the number of subjects tested, status of data analysis, and collaboration with principal investigators. LOCATION OF CONTRACT PERFORMANCE and HOURS of SERVICE: 1.The performance of the contract will take place within the AMRIS facility and the McKnight Brain Institute of the University of Florida. Access to the facility usually will occur between 8:00 am and midnight, Monday through Sunday, but may occur at other hours occasionally. This contract will cover access from Date of Award through 12 months. 2.Access to the facility shall be Subject to the VA Researcher complying with UFMBI AMRIS Rules and Policy, available at: http://amris.mbi.ufl.edu/policy.php. Topics covered include Facility Access, Safety, Payment, Time request, Billing Policy, Lab Courtesy, and Data Storage, Processing, and analysis. Advanced reservations requests are made monthly and are due on the 15th of the month for the following month using the request form found on each systems web page. VA RESPONSIBILITIES: 1.The VA will provide the personnel (research investigators) to work with the research participants while receiving the services provided by the FMRI techs at the University of Florida. SUBMISSION OF INVOICES: 1.This is a fixed price contract which will be paid quarterly in arrears. Quarterly Reporting Summaries (detailed in data/deliverables) may be included with the invoice for faster processing.
