Description
The Federal Bureau of Prisons (BOP) is seeking proposals from sources having the ability to provide community-based outpatient substance abuse treatment services in the Bakersfield, CA area. Services are for Federal offenders (inmates) held under the authority of various United States Statutes, residing in a Residential Reentry Center (RRC) or home confinement. Federal Regulations 18 U.S.C., § 3621(e), The Violent Crime Control and Law Enforcement Act, and 550.56 Community Transitional Drug Abuse Treatment Program (TDAT) mandates the BOP to provide these services. In addition, the BOP provides treatment for mentally ill inmates while they reside in a RRC and/or home confinement to ensure a continuity of care. The contractor's location where services are to be provided should accessible to local public transportation, within 10 miles of Bakersfield City Hall, located at 1501 Truxton Avenue, Bakersfield, CA 93301 and located within the city limits of Bakersfield. The anticipated period of performance is September 01, 2013 to August 31, 2018, if all option years are exercised. Performance periods under this contract will be for a one-year base period to begin on September 01, 2013 through August 31, 2014 with four (4) one-year option periods, with service ending (if all options years are renewed) 60 months after date of award. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year (09/01/2013 - 08/31/2014): Estimated number of inmates = 20: Intake Assessments - (one (1) per inmate) for 20 inmates = 20 assessments. Individual Counseling - (30 minutes = one (1) session), 48 sessions per 20 inmates = 960 sessions. Group Counseling - (30 minutes = one (1) session), 72 sessions per 20 inmates = 1440 sessions. Family Counseling - (30 minutes = one (1) session), 12 sessions per 20 inmates = 240 sessions. Mental Health Intake Assessment and Report - (one (1) assessment and one (1) report per inmate) x seven (7) inmates = 7 each. Psychiatric Evaluation and Report - (one (1) per inmate) for seven (7) inmates = seven (7) each. Mental Health Individual Counseling - (30 minutes = one (1) session), 12 sessions per seven (7) inmates = 84 sessions. Mental Health Group Counseling - (30 minutes = one (1) session), 24 sessions per seven (7) inmates = 168 sessions. Mental Health Medication Monitoring - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), six (6) each per seven (7) inmates = 42 each. Option Year One (1) (09/01/2014 - 08/31/2015): Estimated number of inmates = 22: Intake Assessments - (one (1) per inmate) for 22 inmates = 22 assessments. Individual Counseling - (30 minutes = one (1) session), 48 sessions per 22 inmates = 1056 sessions. Group Counseling - (30 minutes = one (1) session), 72 sessions per 22 inmates = 1584 sessions. Family Counseling - (30 minutes = one (1) session), 12 sessions per 22 inmates = 264 sessions. Mental Health Intake Assessment and Report - (one (1) assessment and one (1) report per inmate) x nine (9) inmates = 9 each. Psychiatric Evaluation and Report - (one (1) per inmate) for nine (9) inmates = nine (9) each. Mental Health Individual Counseling - (30 minutes = one (1) session), 12 sessions per nine (9) inmates = 108 sessions. Mental Health Group Counseling - (30 minutes = one (1) session), 24 sessions per nine (9) inmates = 216 sessions. Mental Health Medication Monitoring - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), six (6) each per nine (9) inmates = 54 each. Option Year Two (2) (09/01/2015 - 08/31/2016): Estimated number of inmates = 24: Intake Assessments - (one (1) per inmate) for 24 inmates = 24 assessments. Individual Counseling - (30 minutes = one (1) session), 48 sessions per 24 inmates = 1152 sessions. Group Counseling - (30 minutes = one (1) session), 72 sessions per 24 inmates = 1728 sessions. Family Counseling - (30 minutes = one (1) session), 12 sessions per 24 inmates = 288 sessions. Mental Health Intake Assessment and Report - (one (1) assessment and one (1) report per inmate) x ten (10) inmates = 10 each. Psychiatric Evaluation and Report - (one (1) per inmate) for ten (10) inmates = ten (10) each. Mental Health Individual Counseling - (30 minutes = one (1) session), 12 sessions per ten (10) inmates = 120 sessions. Mental Health Group Counseling - (30 minutes = one (1) session), 24 sessions per ten (10) inmates = 240 sessions. Mental Health Medication Monitoring - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), six (6) each per ten (10) inmates = 60 each. Option Year Three (3) (09/01/2016 - 08/31/2017): Estimated number of inmates = 26: Intake Assessments - (one (1) per inmate) for 26 inmates = 26 assessments. Individual Counseling - (30 minutes = one (1) session), 48 sessions per 26 inmates = 1248 sessions. Group Counseling - (30 minutes = one (1) session), 72 sessions per 26 inmates = 1872 sessions. Family Counseling - (30 minutes = one (1) session), 12 sessions per 26 inmates = 312 sessions. Mental Health Intake Assessment and Report - (one (1) assessment and one (1) report per inmate) x eleven (11) inmates = 11 each. Psychiatric Evaluation and Report - (one (1) per inmate) for eleven (11) inmates = eleven (11) each. Mental Health Individual Counseling - (30 minutes = one (1) session), 12 sessions per eleven (11) inmates = 132 sessions. Mental Health Group Counseling - (30 minutes = one (1) session), 24 sessions per eleven (11) inmates = 264 sessions. Mental Health Medication Monitoring - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), six (6) each per eleven (11) inmates = 66 each. Option Year Four (4) (09/01/2017 - 08/31/2018): Estimated number of inmates = 28: Intake Assessments - (one (1) per inmate) for 28 inmates = 28 assessments. Individual Counseling - (30 minutes = one (1) session), 48 sessions per 28 inmates = 1344 sessions. Group Counseling - (30 minutes = one (1) session), 72 sessions per 28 inmates = 2016 sessions. Family Counseling - (30 minutes = one (1) session), 12 sessions per 28 inmates = 336 sessions. Mental Health Intake Assessment and Report - (one (1) assessment and one (1) report per inmate) x twelve (12) inmates = 12 each. Mental Health Medication Monitoring - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), six (6) each per twelve (12) inmates = 72 each. Note: Subcontracting of the Mental Health services listed above is authorized. The contractor's philosophy and techniques must be based on cognitive behavioral therapy. The contractor must have documented experience working with a criminal justice population and understand the criminal justice system. The contractor will ensure all personnel providing direct clinical services to BOP inmates are appropriately licensed / certified by the State of California to provide the services listed above. All contractors and subcontractors must have the appropriate business/treatment/facility licenses applicable for the State/District in which services will be provided. Contractors who administratively manage subcontractors from a State outside of the State/District where services are provided must ensure they have all appropriate licenses for the State in which they are located as well as the State/District in which services are conducted. The services shall be in accordance with the BOP's most recent TDAT Statement of Work of April 2011. The request for proposal will be available approximately February 4, 2013, and will be distributed solely through the General Services Administration Federal Business Opportunities web site https://www.fbo.gov. Hard copies of the proposal will not be available. The site provides downloading instructions. All future information about this acquisition, including proposal amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The approximated closing date will be March 1, 2013. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a proposal which will be considered by this agency.
