CBEP Clinical Training in East Africa Request for Information: CBEP Clinical Training in East Africa The Defense Threat Reduction Agency (DTRA) requests capability statements and information from potential performers for the purpose of identifying potential sources for the Cooperative Biological Engagement Program (CBEP). Funding is not available for any information or proposals submitted. Submitting information does not bind DTRA to any future contracts resulting from this Request for Information (RFI). This RFI is issued to assist the agency in performing market research to determine industry interest and sourcing capability. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS RFI. The findings from this Market Research effort may impact any future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Defense Threat Reduction agency (DTRA) seeks information from potential performers to develop a Clinical Training Program and implement the training in Kenya, Uganda and Tanzania for the Cooperative Biological Engagement Program (CBEP). CBEP aims to enhance partner countries' capacity of medical and primary healthcare practitioners to identify a possible public health emergency of international concern (PHEIC) and to trigger an effective health system investigation and response. Training of clinicians and health practitioners should be geared towards providers of medical services in resource limited environments and should enable the medical practitioners to identify and diagnose cases of disease, "flagging" those which may be caused by a U.S. Select Agent or Toxin; refer patients appropriately to the next level of care; and notify appropriate authorities. To this end, CBEP seeks support from a recognized training entity with international experience and established rapport. The performer should demonstrate their ability to work with the host government in Kenya, Uganda and Tanzania (within their established network) in order to adapt clinical training material according to local requirements, and is recognized as objective, non-commercial and highly competent in this field. The performer should possess an international reputation in the area of medical training and demonstrate experience and an existing network including relevant ministries and local health professionals to achieve these accomplishments. Through this clinician/practitioners' training program, CBEP aims to work with partner countries to support their establishment of an algorithm for emergency triage, patient evaluation, and promote sound clinical reasoning using differential diagnosis tables to identify the important notifiable diseases. CBEP is not interested in training programs that focus on individual diseases, without leading the clinician through how to realistically (within their district setting) identify the notifiable diseases, based on their clinical signs and laboratory features. CBEP is interested in a training program that combines emergency triage assessment with differential diagnosis and disease reporting at district levels than isolated efforts to enhance reporting or response to several pathogens. It is expected that the performer will accomplish the following functions: • Develop clinical training material aligned with CBEP goals and objectives. The training material shall be aimed towards medical practitioners working at the sub-national level of a developing country's healthcare system. The training material should enable sub-national healthcare workers to identify, diagnose and report diseases caused by or suspected to be caused by US Select Agents and Toxins in support of CBEP mission. At a minimum, and building upon the above discussion, the topics below should be addressed in the training curricula: o Initial assessment of medical condition and triage; o Signs and symptoms of diseases caused by US Select Agents and Toxins; o Differential diagnosis of diseases caused by US Select Agents and Toxins with common or prevalent diseases in the country; o Requirements for referral to a higher level clinical care facility; o Report diseases in accordance with the country's reporting requirements and World Health Organization International Health Regulations (IHR); • Using their existing networks/contacts, the contractor will work with host governments in Kenya, Uganda, and Tanzania to tailor the training material to specific needs in those countries. • Develop baseline reports on clinical training gaps in Kenya, Uganda and Tanzania. The contractor should collect and analyze data and assessments already performed by CBEP or other organizations. • Develop training implementation plans addressing country specific gaps identified in the baseline reports and provide training sustainment options for each country. • Deliver clinical training in Kenya, Uganda and Tanzania. The capability statement must contain web links to training materials that demonstrate the respondent has an established training program meeting the requirements described above. Email responses are not to exceed five (5) pages in length. No telephonic submissions will be honored. All capability statements shall be submitted at no cost or obligation to the government.
