Description
The purpose of this announcement is to release a pre-solicitation notice in accordance with FAR 5.201 and FAR 5.204. Naval Sea Systems Command (NAVSEA) intends to conduct a full and open competition and release solicitation N00024-13-R-4305 for the accomplishment of Littoral Combat Ships (LCS) Class Sustainment Execution in the first quarter of calendar year 2013. The LCS Sustainment Execution Contract (SEC) includes but is not limited to the following type of activities: Execution planning & accomplishment of planned and emergent maintenance; execution planning & accomplish CNO-scheduled availabilities (Selected Restricted Availabilities with a short drydock period (SRA(d) and Drydock Selected Restricted Availabilities (DSRA)); planning & accomplishment of facilities maintenance with emphasis on Corrosion Control; fly-away support; and engineering support services for LCS Class (LCS 1 and 2 Variants) homeported in and visiting the San Diego, CA. The contract will have a mixture of Firm Fixed Price (FFP) Contract Line Items (CLINs) and Cost Type CLINs. Unique to this Sustainment Execution Contract is the requirement for the Contractor to perform Planned Maintenance (PMS) and Facilities Maintenance (FM) due to the reduced crew size. These maintenance efforts will also require working closely with Maintenance/Material Support Team (MST) and the Planning Yard. Contract award is projected to be made in the first quarter of calendar year 2014 and continue for a period of performance of five years: one year plus four one-year options. No telephone or email inquiries will be accepted regarding this notice and attachment, and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time. Future information, if any, will be posted at the websites for FBO (https://www.fbo.gov/) and NECO (https://www.neco.navy.mil/), the same sites where this announcement is posted.
