Blank Livelink User Agreement (PDF) Blank SAAR Form DD2875 (PDF) Aerospace Visit Requests (Word Document) XR Visitor Clearance Instructions (Word Document) I. DESCRIPTION / PURPOSE: 1. The Hosted Payload Office (HPO), within the Development Planning Directorate (SMC/XR), is issuing this special notice to provide industry with information regarding the Hosted Payload Solutions (HoPS) acquisition. This acquisition aims to provide the Space and Missile Systems Center (SMC) and other Government organizations with a capability for hosting Government payloads on commercial spacecraft to meet mission objectives. 2. SMC/XR will hold an industry day from 19-21 February 2013 to review and discuss the HPO's development of a multiple award indefinite delivery indefinite quantity (IDIQ) contract that facilitates the matching and award of Government payloads in development with commercial spacecrafts on commercial timelines. The HoPS acquisition will procure a fully functioning on-orbit hosted payload system, integrated ground system equipment, and interfaces to deliver payload data to the Government end-user(s). 3. The basic HoPS IDIQ contract is intended to establish a pool of candidates to maximize hosted payload opportunities to the Government. HoPS IDIQ awardees will compete for subsequent commercial Firm-Fixed Price (FFP) studies and future mission delivery orders over the five-year ordering period at an estimated value not to exceed $500M. 4. Participation from small business and small, disadvantaged business firms are highly encouraged (NAICS code 481212; standard size ≤ 1500 employees). Firms responding to this notice should indicate if they are categorized as a woman-owned small business, small disadvantaged business, historically black colleges and universities/minority institutions (HCBUs/MIs), historically underutilized business zone (HUB zone), or service disabled veteran-owned small business. 5. During Industry Day, SMC/XR will provide an overview of the HoPS acquisition and facilitate a general Q&A discussion. In addition, SMC/XR will offer the opportunity for one-on-one meetings with program office representatives on 20-21 February. Each one-on-one session will be no more than 80 minutes in duration. To schedule a one-on-one, please contact the administrative Point of Contact (see Section II) with a suggested date and time. 6. HoPS Industry Day will be held at the Aerospace Corporation, Building A1 in the Titan IV Room. The Aerospace Corporation is located on the South-East corner of El Segundo Boulevard and Douglas Avenue. The official address for the event is 2350 E. El Segundo Boulevard, El Segundo, CA, 90245. Contractors attending Industry Day will be required to park in one of the Aerospace Corporation Visitor Centers - one located on El Segundo Boulevard and the other Douglas Avenue one (1) block south of El Segundo Boulevard. 7. Approximately two weeks prior to industry day, the Government will release draft documents, including a Statement of Work (SOW) and portions of a Request for Proposals (RFP), via a bidder's library (see bullet 8). Industry day agenda/logistics and other administrative documents will also be posted to the library. In addition, the HPO will post questions to Industry to be discussed during the one-on-ones. 8. The Government has created a bidder's library where draft documents and questions for industry will be posted. The process for gaining access to this site can take up to two weeks, so contractors are highly encouraged to apply for access authorization immediately. Every contractor representative looking to gain access to the bidder's library must accomplish the following: a. Every contractor needs to electronically complete the Livelink User Agreement and the SAAR Form DD2875. b. Every contractor needs to have an Information Assurance (IA) Certificate which can be attained by completing IA computer-based training. Link to the IA CBT: http://iase.disa.mil/eta/iaav10/index.htm c. Every contractor must have an External Certification Authority (ECA) or a Common Access Card (CAC) to use the Livelink environment. The ECA's are available at http://www.verisign.com/dod-interoperability/index.html. Contractors should purchase from this website. d. The LAAFB Contractor Livelink Site Guide, Livelink User Agreement, SAAR Form DD2875 and passing clearances instructions have been attached to this pre-notice. The Livelink User Agreement, SAAR Form DD2875, and a copy of the IA CBT Certificate should be submitted to the administrative point of contact listed in Section II of this notice NLT 11 February 2013 to allow sufficient time to process and approve access to the bidder's library. 9. Every visiting contractor must pass collateral clearances through SMC/XR Security as described in the "Passing Clearances to XR" document. In addition, every contractor must also pass visit requests to Aerospace as described in the "Aerospace Visit Requests" document. Please inform the administrative POC Brielle Graham (see Section II) of any foreign visitors who plan on attending Industry Day. II. DECLARATION: This notice is not a formal solicitation and is provided for informational purposes only. The Government does not intend to award a contract on the basis of any responses to this notice. Responses will be used by the Government for informational purposes only as part of its acquisition planning.
