- NASA/GSFC has a requirement for Radio Frequency (RF) Microwave Cables needed for testing the Deep Space Climate Observatory (DSCOVR) spaceflight satellite. Items needed are: An internally ruggedized cable assembly; based on a 0.190 inch OD cable with a solid center conductor, Gore crush-resistant ruggedized added, overall 0.305 inch OD Connector A = SMA pin (male), straight, rugged Connector B = SMA pin (male), straight, rugged Overall length of 120.0 inches Max Frequency: 18.0 GHz Thermal Vacuum Compliant Qty: 6 An armored cable assembly: based on a 0.190 inch OD cable with a solid center conductor, stainless steel armor added, overall 0.360 inch OD Connector A = SMA pin (male), straight, rugged Connector B = SMA pin (male), straight, rugged Overall length of 720.0 inches Max Frequency: 18.0 GHz Qty: 6 0.120 inch OD cable, standard construction, standard center conductor Connector A = SMA pin (male), straight, short Connector B = SMA pin (male), straight, short Overall length of 24.0 inches Max Frequency: 18.0 GHz Thermal Vacuum Compliant Qty: 12 NASA/GSFC intends to purchase the items from W.L. Gore & Associates because they are the sole manufacturer of this hardware compatible to the RF equipment already being used on the satellite; therefore, manufacturing drawings and specifications are not available. These cables are identical and compatible to other RF microwave cables already being used for the DSCOVR project. They are also compatible with environmental facilities the DSCOVR satellite will use at GSFC and KSC. The Government conducted market research that no other vendor could meet the frequency range, thermal vacuum properties, insertion losses, ruggedized design, or spacecraft compatibility needed for testing the DSCOVR satellite at GSFC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 6, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
