Description
The Air Force requires support of the F119 engine to include Program Management, Sustaining Engineering, and Engine Overhaul/Repair. The anticipated term of the contract will be a 7 year business arrangement (3-year basic period with 4 1-year options). The contractor will be responsible and accountable for engine availability and performance through management, direction and integration of program support activities and resources. Fleet size is currently 479 engines (includes 104 spare engines) with an estimated annual flying hour program of 28,000 flying hours, and engine cycles of 179,200. The Government does not own data rights to this engine. The contractor must have all legal access and rights to data, facilities and capabilities to perform the services listed for the F119 engine. Program Management consists of Logistics and Data Management of the F119 Engine Fleet to include: Managing Spares Levels, Base level Consumables, Support Equipment, Deviation/Waivers, Data Systems Access, Maintenance, Interface, Program Integration, Cost Schedule Control, Surge/Contingency Support, Crisis Management Support, Quality Assurance Management, Supply Chain Management, Engine Depot Maintenance Planning & Scheduling, Base Level Engine Management (F119 Engine Management and Engine Trending Data Processing), Long Term Sustainment Support, Partnership Support Planning, Customer Service support, Sustaining Logistics (Logistics Support Analysis, Support Equipment Recommendation Data (SERD) Preparation/Approval, Technical Manuals, Tech Order Data (TOD) and Time Compliance Technical Order (TCTO). IMIS (Integrated Maintenance Information System) support, Combined Test Fleet (CTF) sustainment and Program Management Support, Maintenance and Engine Familiarization Training. Material Management consists of: Engine Maintenance History Tracking/Planning, What-if Computations, Contractor Integrated Material Management for Spare Parts, Engine Parts Supportability Review, Readiness Spares Package Management, Readiness Driver Program, Provisioning Data Development and Management, Cataloging Documentation, Source, Maintenance and Recoverability (SMR) Code Authority, Spares Allocation (Central Warehousing, Depot, Base/Retail Supply and En-route Support), Depot-level repair activations of organic facilities. Equipment Management consists of: Integrated Management of Peculiar Support Equipment End Items (Replacement Forecasting), End Item Replacement, Common Support Equipment Requirements, and Government Furnished Equipment Reporting), Engine Peculiar Equipment Storage and Distribution (Depot, Main Operating Bases and En-route Support), support equipment development (if necessary) and retrofits; and, if necessary, Urgent Response development and retrofit kits, maintenance of Support Equipment Table of Allowances, Peculiar Support Equipment Maintenance and Engine Test Equipment for the Propulsion System. Sustaining Engineering consists of: Planning and Integrating Engine Changes and/or Maintenance, On-site Operational Base Technical Support, Support Safety Investigations, Support Operational Mishap Investigations, Reliability Maintainability and Availability, Reliability Based Item Management, Class II Changes, New Peculiar Support Equipment to support non-Class I Changes, Deficiency Report, Material Improvement Project/Investigation Management (Fleet Update with Material Improvement Project Improvements), Parts Obsolescence Program, Airworthiness of Sustaining Changes to Government Furnished Equipment, and Engine Trending and Diagnostics. Support for Integrated Maintenance Information System (IMIS) Software and Training System Software. Software development supports incorporation of additional capability, wholesale changes to operating systems, and a small amount of maintenance activities. This process encompasses support to Operational Safety Suitability and Effectiveness (OSS&E). Engine Overhaul/Repair consists of: The Labor and Material necessary to accomplish the Overhaul/Repair of the F119 engine. The engines will be repaired and tested in accordance with Original Equipment Manufacture data (Government does not own the data rights for this process). This procedure also entails Receiving, Handling, Transporting, Inspecting, Testing, Repairing, Overhauling, Performance Testing, Functional Testing, Post Borescope Inspections and Engine Preservation. Scheduled and Unscheduled Depot Maintenance, Analytical Condition Inspection, Engine Mishap Investigation Support, Speed lines, and Maintenance Data Systems management are within the scope of this requirement. The overhaul/repair process includes management of reparable spares, consumable materials, and material procurement. This is not a solicitation but a request for information. All responsible sources interested in providing services for this requirement are requested to provide a written summary of information concerning their technical certifications, capabilities, experience (current services or contracts - to include points of contract and telephone numbers) and corporate background. Sources must also document they have rights to F119 engine data. Responses should be limited to 25 pages or less. Sources responding to this synopsis must indicate, in writing, whether they are large or small, disadvantaged or a woman-owned business. This acquisition will fall under NAICS 336412 and its applicable size standard.
