- PLEASE RESPOND BY 4:00 PM EST ON FEBRUARY 12, 2013. NEGATIVE RESPONSES ARE ALSO REQUESTED. THIS IS NOT A REQUEST FOR PROPOSAL. A REQUEST FOR PROPOSAL WILL BE ISSUED AT A LATER DATE. Dear Contractor, This email is market research to determine if a future procurement should be set aside under one of the following socio-economic programs: 8(a), HUBZone, Economically Disadvantaged Woman Owned Small Business (EDWOSB), or Service-Disabled, Veteran-Owned Small Business (SDVOSB). Your firm was identified by SBA's Dynamic Small Business Search, located at dsbs.sba.gov, as belonging to one of these groups. The U.S. General Services Administration (GSA) is currently seeking qualified firms to submit proposals for this procurement. The following is a summary of the requirement: Region 1 of the GSA, Public Buildings Service (PBS), requires an Indefinite Delivery/Indefinite Quantity, A/E contract for professional engineering and design services on an as-needed basis. This solicitation is an opportunity for design excellence in architecture, engineering and allied building design professions. Highly qualified firms who are committed to design excellence, client service, collaboration, and innovative workplace and sustainable design are invited to compete as prime design professional in Stage I or as a sub-contractor/consultant to a prime design professional on one or more of the Stage II "short-listed" teams. Brooks Act (PL 92-582) "qualifications-based" procedures and FAR Part 36 will be used in these contract procurements. Projects will be located within the geographic boundaries of GSA PBS Region 1, which are Maine, New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island. CONSIDERATION IS LIMITED TO THOSE FIRMS THAT HAVE AN ACTIVE DESIGN PRODUCTION OFFICE WITHIN ONE OF THE SIX NEW ENGLAND STATES, OR CAN ESTABLISH SUCH AN OFFICE WITHIN 45 CALENDAR DAYS OF AWARD. Services to be provided include, but are not limited to, furnishing partial and/or complete design and documentation (concept, design development, and construction documentation) and related services, survey services, and preparation of studies, which may involve one or more disciplines including, but not limited to, architecture; landscape architecture; interior design; historic preservation; structural, civil, mechanical, electrical, geotechnical, fire protection engineering; marine engineering; strategic workplace requirements development; cost estimating; and environmental engineering for: Pre-design services, building surveys, program/project development, and strategic workplace requirements development and related services; building design standards; feasibility studies for alterations, renovations and new construction; and Interior space alteration/renovations; and cost estimating; and Interior and exterior public areas alteration/renovations, security design, and cost estimating; Engineering services for replacement/refurbishment of partial or full building systems, reports, investigations, planning, programming, subsoil investigations, site surveys, and analysis, site utility studies, geotechnical engineering services, environmental studies, estimating and cost/pricing services, energy studies/audits; Construction phase services, post construction contract services (shop drawing review), materials and other related documents when so authorized by execution of firm fixed price delivery orders; and Construction inspection services (optional). In addition, project management and inspection services may be included as an option on designated projects. The Government may elect to award approximately four (4) separate contracts as a result of the solicitation. The total for all three contracts over a five year period will not exceed $12,000,000. No individual task order will exceed $300,000. Option year thresholds are the same as the base year. Minimum guarantee is $2,000. NAICS Code is 541310. The small business size standard is $7 million. Please respond to the following questions by the date and time mentioned above. Failure to submit all information requested will result in a contractor not being considered as an interested small business concern. 1. Please provide evidence to establish your company's standing as an 8(a), HUBZone, EDWOSB, SDVOSB, or other Small Business concern under NAICS 541310. 2. Please identify past experience which demonstrates that your firm has the in-house resources and is qualified to perform this type of work. 3. Please identify similar work that you have completed within the New England region. 4. Please provide a positive statement of your intention to submit a SF-330 (Architect-Engineer Qualifications) to this office for this requirement if set-aside for your socio-economic group. If you are not interested in this specific project, please specify what type of work, the location of the work, and dollar range you would be interested in for future procurement opportunities within New England.
