- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for Delaware Coast Protection for replacement of the existing beach and dune system. The proposed work will include repairs to protective berm/dune resulting from damages incurred by Hurricane Sandy. It is estimated that approximately 380,000 CY of sand will be pumped from an offshore borrow area for replacement of the existing beach and dune system. The source of the sand is the shoal within the Indian River Inlet with a period of performance of 60 calendar days. Options for additional sand may also be awarded. Estimated cost range of the project is $5,000,000.00 to $10,000,000.00. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $20 Million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in the specified work, as well as their technical capabilities. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than five pages. Responses should be sent to this office on or before February 5, 2013 by email to Michele.N.Evans@usace.army.mil.
