Description
The US Army seeks alternative solutions before utilizing a sole source contract under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement. Background: The PD/LMR program office has a new requirement to expand the Fort Hunter Liggett, CA Land Mobile Radio System (LMRS) to a shared LMRS that provides for garrison level commercial radio technology products and incidental services that will satisfy critical homeland defense and safety requirements at Camp Parks, CA and the Presidio of Monterey, CA. Motorola Solutions Inc. installed the current Trunked P25 LMRS at Fort Hunter Liggett, CA, under competitively awarded delivery/task order DAAB07-01-D-H806, Task Order 0381. The US Army accepted the LMRS system from Motorola on 2 Nov 2012. It is not practical for the US Army to do an entire new procurement to replace the entire Fort Hunter Liggett, CA LMRS infrastructure to add capability for Camp Parks, CA and Presidio of Monterey, CA due to the significant investment made for the current Fort Hunter Liggett LMRS that has been operational for less than two months. Issue: To date, the US Army has found no work around to expand the new Fort Hunter Liggett, CA LMRS using full and open competition without having to replace Motorola site controller, repeaters, dispatch consoles, and system management terminal to allow interoperability with another manufacture's Trunked P25 components, the installed Motorola system, and to expand the system to provide shared coverage for Camp Parks, CA and Presidio of Monterey, CA. Our office will consider alternate solutions that retain the use of the aforementioned Motorola components to expand the current LMRS to provide shared coverage. Please provide a 10-page capability statement describing the alternate solution by 12:00 P.M (EST), 4 February 2013.
